On June 15, 2026, a historic turning point occurred in Budapest. The Hungarian National Assembly officially approved a major constitutional amendment that radically changes the country's political landscape. The bill, initiated by the new ruling party "Tisza," was passed by a constitutional majority and introduces strict term limits for the Prime Minister.

The essence of the new provision is simple, but its consequences are colossal: the head of government can no longer hold office for more than two terms or eight years in total. However, the key aspect that sparked widespread resonance was the decision to apply the norm retroactively.

According to the text of the law, the calculation of terms of office does not start from the date of the amendment's adoption, but from May 2, 1990 — the date of the beginning of Hungary's democratic system. This provision effectively puts an end to the political career of Viktor Orbán. The former Prime Minister, who led the cabinet of ministers for a total of five terms (16 years), is legally deprived of the right to claim the post of head of government in the future.

The adoption of the document became possible thanks to the consolidation of forces in parliament, where the "Tisza" party holds the necessary majority. However, the process of the law coming into force was not without political tension. The bill was submitted for approval to the country's president, Tamás Sulyok.

Relations between the head of state and the new Prime Minister, Péter Magyar, remain extremely complex. Magyar has repeatedly stated the need for Sulyok's resignation, who was appointed during the Orbán era, and even threatened to initiate a constitutional amendment to remove the president early. Despite these frictions, the current government has two-thirds of the votes in parliament, which allows it to overcome a possible presidential veto and ratify the law in any case.

The constitutional amendment is not limited to the issue of the Prime Minister's term limits. It launches a large-scale process of reforming state institutions created during Orbán's rule. In particular, the document provides for the liquidation of the Sovereignty Protection Office — a structure that became a symbol of power centralization in recent years.

Furthermore, the bill returns state control over university funds, which should put an end to the influence of political structures on the academic sphere. These steps are seen as part of the new government's strategy to dismantle the system built by the previous leadership and return to standards of transparency and democratic control.
