Thousands of internally displaced persons (IDPs) in Ukraine may face the threat of having their housing assistance payments terminated. According to current legal regulations, IDP benefits are automatically terminated if the recipient stayed outside Ukraine for more than 30 consecutive calendar days or more than 60 days in total over a six-month period.  However, the Office of the Ukrainian Parliament Commissioner for Human Rights has recorded numerous alarming cases where automated systems register a citizen's departure but completely lose information about their return to Ukrainian territory. Due to such technical errors, honest IDPs are left without financial support despite physically remaining in the country or returning within legally established deadlines.

Human rights defenders note a high level of unjustified refusals by authorized bodies. According to official data from the Ombudsman's Office, approximately seven out of ten cases of refusals or payment terminations carefully processed by the agency's specialists had full legal grounds to recognize such decisions as unlawful.  Thanks to the prompt intervention of human rights structures, the Pension Fund of Ukraine reviews disputed decisions, after which legitimate payments are successfully restored or reassigned. Ombudsman representatives emphasize that any technical failures in state databases must not deprive citizens of basic social protection.

### Rule Changes and New Documents for IDPs

The situation with payments unfolds against the background of large-scale autumn reforms in the sphere of social support for displaced persons. The Ukrainian government decided to automatically extend payments for certain categories of citizens, sparing them the need to re-collect certificates and submit applications every six months. The amounts of monthly financial assistance remain unchanged: 3,000 UAH are paid for each child and person with a disability, and 2,000 UAH for other recipients. In addition, starting October 22, a new document officially confirming the status of an internally displaced person will come into force in the country, although all previously issued certificates remain fully legitimate.
