# IMF Mission in Kyiv: First Look at Ukraine's Economic Survival Program

A delegation from the International Monetary Fund has arrived in Ukraine's capital. This is not just a visit, but the start of the first official review of a multi-billion dollar financial program on which the country's stability now depends. The focus is on meeting strict conditions; without them, the next tranche of aid will not be approved.

The IMF mission is led by Gavin Gray. Intensive meetings with Ukrainian officials and partners have already begun. This is the first stage of verification under the four-year Extended Fund Facility (EFF) program. Simultaneously, fund experts are conducting standard annual Article IV consultations under the IMF Articles of Agreement to assess the actual state of the economy.

The essence of the EFF program is simple: funds are allocated in tranches, but only on the condition that countries meet certain requirements. Before each new tranche, the IMF conducts a strict check: have the agreements been fulfilled, and have macroeconomic parameters been met?

However, the path to financing is not smooth. Recently, the Verkhovna Rada rejected a bill on taxing parcels—one of the key IMF conditions for continuing support. The Ministry of Finance of Ukraine is already looking for alternative ways to meet this requirement to avoid ruining the deal.

Meanwhile, IMF forecasts remain cautious. The Fund expects the Ukrainian economy to grow by only 2% in 2026. Analysts emphasize: this is not recovery, but a survival mode in the context of war and high risks. Every step of the government is now under the close scrutiny of international creditors.
