## 🎯 Key Points

- The share of officially imported iPhones in Ukraine grew from ~20% in autumn 2025 to ~40% by the end of the first half of 2026.
- The volume of the unauthorized device market is estimated at up to $1 billion per year, with budget losses from unpaid VAT of up to 5–6 billion hryvnias.
- Formalization is being accelerated by oversight from the BEI, the Tax Service, and Customs, as well as the introduction of IMEI-based traceability.
- More than 50% of Apple sales in Ukraine are made through credit and partner financial programs.

Ukraine's Apple smartphone market is undergoing a significant structural shift: the share of iPhones officially imported and sold with full tax payments has roughly doubled over the past year. This was stated in an interview with RBC-Ukraine by Ivan Pavlik, General Director of ASBIS-Ukraine, the authorized distributor of Apple products in the country. According to him, in autumn 2025 the share of authorized devices was around 20%, while by the end of the first half of 2026 it had approached 40%. "This is a substantial change in the market. At the same time, however, around 60% of iPhones are still sold outside the authorized channel, so the potential for further formalization remains enormous," Pavlik noted.

### The Scale of the Shadow Economy

Experts at ASBIS-Ukraine estimate the volume of the unauthorized device market at a figure that could reach $1 billion per year. The potential losses to the state budget from unpaid VAT on unofficial iPhones alone, according to their calculations, amount to 5–6 billion hryvnias. These figures underscore that even with a twofold growth in the legal channel, a significant portion of turnover remains outside the sight of tax authorities, and therefore outside the system of warranties and after-sales service for the end consumer.

### The Role of the State and the IMEI System

Among the key drivers of this positive trend, Pavlik cites more systematic attention to the electronics market by state bodies — the Bureau of Economic Investigations, the Tax Service, and Customs. The expert links further formalization to the launch of an IMEI-based control system — the unique number of a mobile device. It ensures traceability of the smartphone at various stages of circulation: IMEI registration during customs clearance, in the future — inclusion in the fiscal receipt, as well as the use of mobile operators' data on device activation. "The idea is to see the entire path of the smartphone — from crossing the border to sales and first activation on the network. This significantly complicates the possibility of losing or, conversely, 'finding' unofficial goods between different stages of its circulation," Pavlik explains.

### Distributor Strategy: Speed and Financial Programs

At the same time, according to Pavlik, inspections alone cannot overcome the shadow market, so the distributor is implementing projects aimed at making authorized devices safer and more economically attractive. An important factor has been the speed of deliveries: if just a few years ago new devices from global brands appeared in Ukraine two to three months after launch on key markets, today the country is included in the second wave of new Apple product launches. "The faster the official product reaches the Ukrainian market, the less room is left for unauthorized sellers who exploit the gap between the global and Ukrainian launches," Pavlik is convinced.

### Financial Accessibility as a Driver of the Legal Channel

An additional factor in the development of the authorized market has been the affordability of devices and the growth of financial programs. According to ASBIS-Ukraine, more than 50% of Apple device sales today are made using credit or partner financial programs. This is complemented by trade-in programs, cashbacks, manufacturer warranties, and authorized service, which collectively make the official channel competitive not only in price but also in the level of buyer rights protection.

### Data Limitations

It is important to note that all the figures cited — the share of the legal channel (20% and 40%), the volume of shadow sales (up to $1 billion), and the budget losses (5–6 billion hryvnias) — are internal estimates by the distributor ASBIS-Ukraine, stated during the interview, and are not confirmed by independent audit or official statistical agencies. This does not cast doubt on the fact of the legal channel's growth, but it means that the exact scale of the shadow economy may differ from the stated estimates. The context for the topic is also a recent case in Kyiv, where a fraudster was convicted for selling iPhone 15 Pro replicas on the OLX platform — a reminder of the risks faced by buyers outside the authorized channel.
