In June 2026, an unprecedented number of civilian casualties was recorded in Ukraine since the beginning of the full-scale invasion. Preliminary data indicates that at least 265 civilians were killed during this month. These figures were presented at an emergency session of the UN Security Council, which served as a response to the escalation of violence and mass attacks on Ukrainian cities.

### Statistics leaving no room for doubt

Rozemary DiCarlo, the UN Under-Secretary-General for Political and Peacebuilding Affairs, presented a worrying picture at the session. According to her, May 2026 had already been recognized as the bloodiest month for Ukrainian civilians since the start of the conflict. However, the June data surpassed even these grim figures.

According to a report by the UN High Commissioner for Human Rights (OHCHR), at least 265 people were killed in June, and another 1,816 were injured. DiCarlo emphasized that this negative trend is continuing into July. Sanita Pavluta-Dessland, the Permanent Representative of Latvia to the UN, provided even fresher data: in just the first seven days of July, Russian strikes claimed the lives of 93 civilians, and more than 500 people were injured.

### New tactics: strikes on residential areas

UN representatives and diplomats note a clear pattern in the actions of the Russian army. Attacks carried out on July 2, 6, and 8 demonstrate the deliberate destruction of urban centers with high population density. Instead of military targets, residential buildings, sleeping districts, and cultural facilities are coming under fire.

Sanita Pavluta-Dessland drew a sharp distinction between the actions of the two sides. In her words, Ukraine is exercising its legitimate right to self-defense in accordance with Article 51 of the UN Charter, striking military facilities, logistics hubs, and Russia's energy infrastructure. At the same time, she described the actions of the Russian Federation as "acts of desperation" and a symbol of a failed war that leads nowhere.

### Total casualties and calls for peace

Overall, according to confirmed UN data, at least 16,402 civilians have been killed since the start of the full-scale invasion, including 802 children. 48,428 civilians, including 2,948 children, have been injured. Rozemary DiCarlo warned that these figures only account for documented cases, and the actual losses are likely significantly higher.

Against the backdrop of these data, the UN has called for an immediate, full, and unconditional ceasefire. "There is no military solution that could ensure lasting peace in Ukraine," DiCarlo stated. She emphasized that a ceasefire must lead to a just peace in accordance with international law.

The Latvian diplomat also drew attention to the critical shortage of air defense means to protect the civilian population. The emergency Security Council session was convened by Ukraine following a massive strike on Kyiv on July 6. Earlier, Russia had already been officially included in the UN "shame list" alongside terrorist organizations ISIS and Al-Qaeda due to accusations of killing children and sexual violence in conflict zones.
