### What is a "safe space"

The decree provides a definition: a "safe space" is the most protected zones within premises, buildings or structures, which are arranged taking into account the existing spatial and planning solutions. The goal is to ensure the protection of employees and visitors from the incidental effects of conventional means of destruction and from maximum excess blast pressure. The specific permissible level of such pressure in kilopascals is established by the Ministry of Defence jointly with the General Staff of the Armed Forces of Ukraine.

### Mandatory marking and information provision

Asset holders and economic entities are obliged to inform employees and visitors about the presence of a shelter or a safe space. To this end, signs measuring 100 by 60 centimeters bearing one of the following inscriptions are placed at entrances, on external walls or on fences: "The facility is equipped with a shelter," "The facility is equipped with a safe space," or "The facility is not equipped with a shelter." In addition, it is necessary to determine the procedure for staff actions during the "Air raid" signal and to communicate information about the threat to employees and visitors.

### Context: differentiation of air raid alerts from 4 September

Recall that on 4 September the government introduced the differentiation of the "Air raid" signal by threat level. The red level indicates a missile, missile-drone or mass drone threat, while the yellow level indicates a threat of drone use. Under the yellow level, economic entities may continue their activities, and they decide at their own discretion whether visitors may remain in the premises. Thus, Decree No. 1128 details the mechanism established when the alerts were divided into "yellow" and "red" levels, and updates the requirements for the operation of enterprises during air raid alerts.
