# Kaja Kallas on the Government Change in Ukraine: Reforms Cannot Be Stopped

A tense diplomatic discussion has unfolded in Brussels regarding personnel changes in Kyiv. Kaja Kallas, the High Representative of the EU for Foreign Affairs and Security Policy, has publicly commented for the first time on the situation surrounding the formation of the new Cabinet of Ministers of Ukraine. She made her statement on July 13 during a meeting of the EU Foreign Affairs Council.

### Balance between sovereignty and dialogue

Kallas began by stating the obvious fact: the formation of the government is an internal political matter of a sovereign state. However, emphasizing the importance of maintaining dialogue, the head of European diplomacy noted that it is critical for Brussels not to lose its partners in Kyiv. "For us, of course, it is important not to lose our interlocutors so that we can continue our work," she explained.

### Condition for EU enlargement

Despite respect for internal processes, Kallas put forward a strict condition. Against the backdrop of current events, she warned Ukrainian authorities that the continuation of reforms remains the number one priority for the European Union. According to the diplomat, the advancement of the EU enlargement agenda directly depends on how effectively Ukraine implements the necessary transformations on its side.

### Who will head the new Cabinet?

The reason for comments in Brussels was the active processes in Kyiv. On July 12, President Volodymyr Zelenskyy discussed the update of the government composition with the current Prime Minister Yulia Sviridenko. According to sources, the main candidate for the post of head of government is considered to be Serhiy Koretsky, who holds the position of head of "Naftogaz".

Insiders report that Koretsky, who previously refused the offer to take this post, has finally agreed to head the Cabinet. It is expected that some of the current ministers will retain their positions, however, changes in the government structure are possible, including the division of certain ministries.
