## 🎯 Key Points

- Vitali Klitschko views the accusations as a political attack.
- The Mayor spoke about central government's efforts to remove him.
- Kyiv city administration confirmed partial unfreezing of accounts.
- Experts emphasize the severity of infrastructure challenges.

Kyiv Mayor Vitali Klitschko has issued a firm statement addressing the recent information campaign accusing city authorities of failing to prepare for the upcoming heating season. According to the Mayor, these accusations are a calculated attempt to undermine local self-governance and weaken the city's leadership amidst the ongoing war.

### Political context and confrontation

Klitschko emphasized that the campaign of negative information is being spread by resources affiliated with the central government. The Mayor stated directly: the goal of these actions is to lay the groundwork for his removal from office. He drew parallels to the situation in other Ukrainian cities, noting that nearly 300 mayors have been removed from their positions over the past years under various, often questionable, pretexts.

### Funding issues and energy security

The situation is complicated not only by political friction but also by financial barriers. It was previously reported that the State Treasury had blocked local budgets due to a central deficit, which halted funding for critical infrastructure. However, according to recent reports from the Kyiv City State Administration, the partial unlocking of funds has allowed the capital to resume winter preparations.

### Conflicting data

While Mayor Klitschko points to obstacles created by the central government, experts highlight objective energy challenges stemming from continuous Russian infrastructure attacks. Opponents of the city administration argue that systemic preparation issues are rooted in both political and management effectiveness, while Klitschko's team insists on the necessity of working under extreme constraints.

### Heating season 2026 outlook

City authorities assure that core recovery works on energy facilities will be finalized before the start of the heating season. Despite constant threats and budget deficits, municipal services are continuing the urgent modernization of heating systems to ensure citizens have access to essential services during the cold months.
