## Key Points

- Damage to the Ukrainian economy from attacks has exceeded 7.7 billion dollars.
- The state budget will fall short by about 1.5 billion dollars by the end of the year.
- The Prime Minister urged businesses to prepare alternative sites and supply chains.
- The government plans to expand the soft loan program and create a war risk insurance fund.

Russian attacks have inflicted massive damage on the Ukrainian economy, already exceeding 7.7 billion dollars. Amid intensified strikes on critical infrastructure and production facilities, the government of Ukraine urges entrepreneurs not to harbor illusions and to calculate in advance the risks of potential asset destruction. Prime Minister Yuriy Koretsky, while communicating with the business community, emphasized the need to build alternative logistics and production chains.

### Production Threats and Budget Losses

According to the head of government, enemy strikes have destroyed or damaged over one million square meters of real estate in both the public and private sectors. The most severe destruction has been recorded in the energy sector, metallurgy, logistics, processing industry, and retail trade. Due to such massive losses, Ukraine's state budget will fall short by approximately 1.5 billion dollars in planned revenues by the end of the current year.

The Prime Minister noted that some entrepreneurs still hope that the destruction will bypass their enterprises. However, the authorities strongly recommend proceeding from the worst-case scenario and proactively seeking alternative sites for business relocation, concluding framework agreements with alternative suppliers, and arranging contract manufacturing.

### State Support for Business and Soft Loans

Despite the budget deficit, the Cabinet of Ministers does not intend to phase out business assistance programs. The flagship soft loan program 'Affordable Loans 5-7-9%' continues to operate, and the volume of its funding for the current year is planned to increase from 18 to 22 billion hryvnias, covering the emerging deficit of 4 billion hryvnias. Large businesses have also gained the opportunity to attract preferential loans of up to 2 billion hryvnias per corporate group.

In addition, the authorities are actively working on launching a specialized war risk insurance fund. This mechanism should provide an initial state contribution of 1 billion dollars with the possibility of attracting funds from international partners. It is planned to establish a symbolic tariff of about two percent and a maximum payout of up to 5 million dollars with a simplified compensation processing procedure within thirty days.

### Prospects for Economic Resilience

The intensification of strikes on the Ukrainian economy requires maximum flexibility and resource mobilization from both business and the state. Creating a safety cushion in the form of alternative production capacities and implementing effective financial tools to protect investments will be determining factors for company survival amid a protracted crisis.
