An urgent inspection of all civil defense shelters in Ukraine has been initiated. Prime Minister Serhiy Koretskyi stated that the control measures will cover both the condition of the facilities themselves and their accessibility for citizens. The directive has been issued to relevant ministries, services, and regional military administrations, including the Kyiv City Military Administration and local self-government bodies.

### Personal responsibility of officials

The head of the government emphasized that the inspection will be total and will cover every shelter without exception. Special attention is being paid to the access procedure: doors must be opened not only after the official air raid alarm is announced but also at the moment when the threat is already evident, even if the signal has not yet been issued.

"Given the constant threat of ballistic attacks, regional authorities and city administrations must act more promptly and based on the real need to protect people," Koretskyi noted. He called it unacceptable for access problems to shelters to arise in the fifth year of the full-scale war, placing personal responsibility for this on every official.

### Incidents in Kyiv

The decision to launch the inspection was made against the backdrop of reports regarding access issues to the metro in Kyiv during a night attack. Social media and Telegram channels reported that people were denied entry to certain stations, allegedly due to overcrowding. A video also circulated online showing passengers asking for doors to be opened at the moment of the first explosions.

Representatives of the Kyiv Metro PJSC refuted the information about closed stations, stating that all entrances were opened immediately after the air raid alarm was announced. According to the agency, more than 56,000 people took shelter in the subway that night.
