The Kremlin has officially confirmed receipt of a letter from Ukrainian President Volodymyr Zelensky addressed to Russian leader Vladimir Putin. The fact that the document has been reviewed became known from reports transmitted by the TASS agency and commented on by the Russian President's press secretary, Dmitry Peskov.

### Kremlin Position and Conditions for Dialogue

Dmitry Peskov stated that the official reaction to the content of the message would be announced later. However, during his comments, he outlined the possible format for further contacts. According to the Kremlin representative, if the Ukrainian leader is truly interested in a personal meeting, he can come to Moscow. Other details or alternative formats for negotiations are not disclosed at this stage.

### The Essence of Zelensky's Proposal

In his address, Volodymyr Zelensky proposed organizing a personal meeting with Vladimir Putin to discuss the conditions for ending the war. The Ukrainian President argues that the current stage of the conflict requires direct dialogue between the heads of state.

According to data from the Ukrainian side, the letter raised key issues of settlement:

- **Ending the war:** Ukraine states its readiness to discuss the conditions for a ceasefire.

- **International guarantees:** It is proposed to involve partners from the US and Europe in the negotiation process, who could act as guarantors of the observance of agreements.

- **Experience of past agreements:** The need to create a more sustainable settlement mechanism based on the lessons of previous attempts is noted.

- **Silence regime:** It is proposed to consider the possibility of establishing a ceasefire during the negotiations.

- **Humanitarian issues:** Special emphasis is placed on the exchange of prisoners of war on a "all for all" basis, as well as on the return of civilians evacuated during the conflict.

### Reaction and Context

The Kremlin has not yet evaluated the initiative itself, limiting itself to confirming the fact of receiving the letter and promising to give an answer in the future. It is recalled that earlier Vladimir Putin expressed the opinion that Russia is capable of simultaneously gaining control over the Donbas and reaching a peace agreement with Ukraine.
