The move to a more detailed classification of alerts is linked to a change in the nature of attacks. According to Prime Minister Serhiy Haidai, in late August the Russians began actively using jet-powered drones in Kyiv, which are harder to intercept, resulting in more than ten air alerts recorded daily in the capital. It was previously announced that alerts would be divided into yellow and red levels, and Volodymyr Zelenskyy announced new rules for responding to alerts across Ukraine.

The goal of the reform is to make the system geographically more precise: the alert and the associated restrictions should apply primarily in the districts where there is a real threat. This will allow both strengthening the protection of people and keeping the economy running in the safe parts of the city.
