Starting July 15, new public transport fares have come into effect in Kyiv. This decision is the result of lengthy discussions and attempts to find a balance between economic realities and the capabilities of the city's residents. Now, the cost of a single ticket in municipal transport — metro, buses, trams, and trolleybuses — is 30 hryvnias. In marshrutkas (minibuses), the price has risen to 25 hryvnias.

### Progressive discount system: the more you pay, the cheaper it gets

Kyiv authorities have not only raised prices but also introduced a progressive discount system for regular passengers. The more trips you pay for when topping up your transport card, the lower the cost of each trip. For example, when purchasing 50 trips, the price of one drops to 25 hryvnias. This allows frequent transport users to save up to 16.7% on each trip.

For those who prefer fixed payments, an unlimited monthly pass for all types of municipal transport is available — its cost is 4875 hryvnias. This option may be beneficial for those who use transport more than 160 times a month.

### Why is the price increase inevitable? Figures from the Kyiv City State Administration

The Kyiv City State Administration (Kyiv City State Administration) explains the need for a price increase by the rise in energy prices and huge annual subsidies, which currently amount to about 12 billion hryvnias. According to experts, the economically justified fare for 2026 should be 64.60 UAH per metro trip and 44.14 UAH — for surface transport. The current increase is just the first step towards this level.

### Private carriers are also raising prices

Igor Moiseenko, head of the "Association of Carriers of Kyiv and Kyiv Region," confirmed that private carriers are also raising the fare to 25 hryvnias. This makes the tariff policy uniform for all participants in the capital's public transport market.

### Benefits remain, but fines are increasing

The Kyiv City State Administration assured that the fare increase does not cancel out preferential transport. As before, expenses for free or preferential transport for relevant categories of citizens will be covered by the capital's budget. However, with the rise in fares, liability for fare evasion automatically increases. According to the rules, the fine amount is 20 times the cost of a single trip. That is, from July 15, the official fine for a "fare evader" in public transport will rise to 600 hryvnias.

### Public reaction: petitions and appeals

The fare increase project was presented by the Kyiv City State Administration as early as May 18 and immediately caused indignation among Kyiv residents. A petition to cancel the new fares gathered the necessary 6,000 votes in less than a day. However, the authorities rejected this appeal. The Kyiv City Council of Trade Unions also appealed to the Kyiv City State Administration to postpone the introduction of new fares for 6 months and make the price increase gradual, first raising the price to 20 UAH. But this did not affect the authorities' decision.

New fares are not just a numerical change, but a signal of the need to adapt the city's transport system to modern economic conditions. For passengers, this means the need to review habits and choose the most profitable payment options. For the city — an opportunity to reduce the burden on the budget and ensure the sustainability of transport infrastructure in the long term.
