# Energy facilities in Kyiv region only 13–26% ready for attacks: former Prosecutor General names those responsible and calls for an audit

Former Prosecutor General of Ukraine Yuriy Lutsenko stated on the YouTube channel Lapin From Ukraine that protective structures at energy facilities in Kyiv Oblast have an extremely low degree of readiness. According to him, only 13–16% of the work has been completed at some facilities, and 24–26% at others. Lutsenko claimed that these figures were obtained by members of the Verkhovna Rada's temporary investigative commission, which is examining the regions' preparations for winter and the state of energy infrastructure protection.

### Structural defects and empty construction sites

During the inspection of the facilities, commission members recorded structural defects as well as the absence of builders at the sites, despite approaching deadlines, the former Prosecutor General noted. In his estimation, the situation indicates a systemic failure in organizing the construction of protective structures meant to ensure the safety of energy infrastructure amid ongoing attacks.

### Responsibility: Kalashnyk and Fedorov

Lutsenko assigned responsibility for the state of the facilities to Mykola Kalashnyk, former head of the Kyiv Oblast State Administration and currently the Minister of Restoration, Infrastructure, and Transport. "He was the one who signed agreements for all these facilities without tenders by his own decision, and we see the result of such work," the former Prosecutor General stated. Separately, he mentioned Ivan Fedorov — former head of the Zaporizhzhia Oblast State Administration and currently heading the Agency for Restoration — criticizing his work in his previous position, in particular the construction of fortifications and the use of budget funds. Lutsenko also drew attention to the fact that the Agency for Restoration headed by Fedorov receives funding, including through decisions made by Minister Kalashnyk.

### Contracts worth 1.8 billion hryvnias without competitive procedures

According to Lutsenko, contracts totaling about 1.8 billion hryvnias were awarded to two companies chosen without competitive procedures. These are likely Consulting-Bud LLC and U.B.C. LLC. In 2026, the first company received 15 contracts for the construction of protective structures for energy facilities in Kyiv Oblast worth a total of about 1 billion hryvnias. Lutsenko claims these firms are connected to a former employee of the Verkhovna Rada Secretariat. According to media reports, Lyubomyra Kozhushko, the owner of Consulting-Bud, is suspected in a case involving the possible misappropriation of over 90 million hryvnias during the procurement of drones for the State Special Communications Service; the company itself is also mentioned in the materials of this criminal proceeding. Furthermore, according to Zerkalo Nedeli, Consulting-Bud received contracts worth approximately 1.1 billion hryvnias as part of the reconstruction of the Ukrainian Scientific and Practical Center of Endocrine Surgery in Kyiv, where journalists pointed out a possible inflation of work costs.

### Risk of concealing incomplete construction

Separately, Lutsenko warned of the risk that unfinished construction might be concealed behind the consequences of Russian attacks. In his assessment, clients might count on the fact that destroyed facilities can no longer be properly inspected, and uncompleted work will be blamed on strikes. "They just sit, count dragonflies, and pray that a 'Shahed' hits the facility they didn't build. Then they write an act stating that the protective system was 90% assembled but, unfortunately, destroyed. And that is their entire calculation," the former Prosecutor General stated.

### Call for on-site expertise and personal prosecutorial control

Lutsenko urged an immediate on-site expert review to document the actual volume of work completed, the cost of materials, advances received, and compliance with construction schedules. In his opinion, such an audit should become the basis for establishing potential official negligence and further investigating suspected embezzlement. The former Prosecutor General also appealed to Acting Prosecutor General Anton Kovalsky to take the inspection of protective structures at Kyiv region energy facilities under his personal control. "Behind every betrayal of Ukraine (and any embezzlement and incompetence during the war bears the hallmarks of precisely such an act) stand specific names. And in this case, it is a matter of the survival of millions of people," Lutsenko concluded.
