# Kyivstar acquires GigaCloud: AMCU conditions and market implications

The Ukrainian telecommunications market is undergoing significant changes. The Antimonopoly Committee of Ukraine (AMCU) has officially granted permission to Kyivstar to acquire one of the largest cloud service providers — GigaCloud. However, the deal was not unconditional: the regulator imposed strict requirements aimed at preserving healthy competition in the sector.

### Key condition: prohibition on bundling services

According to the regulator's decision, the primary requirement for the new owner is a ban on forcibly bundling Kyivstar's telecommunications services with GigaCloud's cloud service packages. GigaCloud clients must have the option to use cloud technologies as a standalone service, regardless of which mobile operator provides their internet connection.

The regulator will strictly monitor compliance with these norms. Kyivstar will be required to submit annual reports confirming that the deal's conditions are being met and consumer rights are not being violated.

### Who is GigaCloud and why is this deal important

GigaCloud is not just another service; it is one of the leaders in the Ukrainian cloud solutions market. The company's portfolio includes over 1,500 clients, ranging from private businesses to critical government structures.

Among the provider's key clients are:

    - State digital platforms «Diia» and «Prozorro»;

    - NAK «Naftogaz»;

    - The banking sector, including Tascombank;

    - Energy companies, such as «Lvivoblenergo»;

    - Local government bodies, such as the Lviv Regional Council.

Acquiring such an asset significantly expands Kyivstar's technological capabilities and allows the operator to reach a new level of interaction with the corporate and government sectors.

### Kyivstar is building an ecosystem

The deal with GigaCloud fits into Kyivstar's overall strategy of creating a broad ecosystem of services. The operator has long moved beyond classic mobile communications. Its current portfolio includes:

    - The medical service Helsi;

    - The video content platform «Kyivstar TV»;

    - The taxi booking service Uklon.

Recently, in February 2026, the company also acquired the service Tabletki.ua, which unites 14,000 pharmacies across the country. The acquisition of the cloud provider logically complements this picture, transforming the operator into a full-cycle technological giant.

### Other changes in the operator's operations

In addition to major mergers, other significant events affecting subscribers are taking place in Kyivstar's operations. In July of this year, the company changed its account top-up rules. Furthermore, in August, the shutdown of the 3G network in several regions of Ukraine is scheduled, which will be part of the telecommunications network modernization process.
