## 🎯 Key Points

- Law enforcement discovered 1,794 workstations in fraudulent call centers.
- 26 suspects have been notified of suspicion of fraud and money laundering.
- Victims included both Ukrainians and citizens of the European Union.
- Schemes included fake investments, pseudo-medicine, and data collection.

A large-scale special operation has been conducted in Ukraine to expose and dismantle an extensive network of fraudulent call centers. Through the joint efforts of the National Police, the Security Service of Ukraine (SBU), and the Office of the Prosecutor General (OPG), premises housing a complex infrastructure for the systematic deception of citizens were identified and blocked. According to law enforcement officials, raids uncovered 1,794 fully equipped workstations intended for operators engaged in financial fraud.

### Deception methods: from fake investments to pseudo-medicine

The investigation revealed that the activities of the identified groups were systematic and covered various spheres of life. Operators used a wide range of manipulative techniques. The most common scheme involved impersonating bank employees: citizens were called and informed of allegedly suspicious transactions on their accounts or the threat of their blocking, demanding immediate action. Another group of scammers posed as brokers, offering to invest funds in fictitious investment and cryptocurrency platforms. Separate call centers specialized in finding victims who had already suffered from other scammers, promising them help in recovering lost money.

Particular concern is raised by the discovery of a direction related to the sale of biologically active supplements. Operators offered these products as cures for various diseases, despite the lack of medical prescriptions. In addition, a scheme for collecting databases of people interested in investing was discovered. These contacts were used for targeted calls or sold to other criminal groups.

### International scale and digital tools of crime

Investigators established that some call centers were oriented towards foreigners, in particular citizens of European Union countries. In this segment, scammers convinced victims to invest through fake brokerage platforms and install remote access programs on their devices. After gaining control over the devices, funds were transferred through cryptocurrency exchanges to accounts and electronic wallets controlled by the criminals, which complicates the process of recovering funds.

During checks by territorial units of the National Police, 867 addresses of possible functioning of such centers were processed. 67 financial instruments for committing criminal offenses were identified. In ordinary offices, which at first glance could look like legal business structures, a complex infrastructure for cybercrime was hidden.

### Criminal liability and investigation status

The actions of the subjects are classified under articles on fraud and legalization of property obtained by criminal means. The maximum punishment for the charged crimes is up to 12 years of imprisonment with confiscation of property. At the moment, 26 suspects have already been notified of suspicion. Law enforcement agencies continue to work to identify all participants in the criminal scheme and seize illegally obtained assets.

### Contradictory data

In the course of analyzing information about the activities of fraudulent networks, questions arise regarding their geography and structure. While official statements focus on domestic call centers, experts note that many such schemes have a cross-border nature, being managed from abroad. In addition, there is a discrepancy in assessments of the effectiveness of the fight against this phenomenon: despite persistent efforts and regular raids, the number of such centers continues to grow, indicating the high adaptability of criminal groups and the difficulties in their complete liquidation.
