# Lessons from Ukraine: Poland Prepares Radical Legal Amendments for Wartime

Warsaw has embarked on a comprehensive review of national legislation, drawing on the experience of Ukraine's resistance. The Polish leadership recognizes that current legal norms may prove ineffective in the event of a full-scale invasion and is striving to bring order to the armed forces before any potential conflict begins.

### Analysis of Mistakes and Gaps

The Polish government is conducting a thorough analysis of events in Ukraine. Observations show that Kyiv was forced to change the legal framework "on the fly," as the existing legislation proved unprepared for the war that engulfed the country. Warsaw aims to avoid repeating these mistakes and to eliminate legal loopholes in advance.

"A few months ago, the relevant ministries received a special mandate. We need to identify all weak points in the laws. We are looking to Ukraine regarding the changes it had to introduce very quickly," emphasized Polish Minister of National Defense Władysław Kosiniak-Kamysz.

### Strict Discipline and Criminal Liability

The Ministry of Justice has already prepared an analytical note concerning serious amendments to the Criminal Code. The main focus of the proposed changes is on discipline during hostilities. Lawyers propose significantly increasing the liability of military personnel, especially in critical situations at the front.

However, final decisions have not yet been made. "The country must be legally prepared. This is the foundation of defense. We will analyze the situation in such a way as to form legislation that guarantees effective defense of the Republic of Poland," the minister added. The government's plans appear radical and are currently undergoing detailed discussion, where all possible risks are being weighed.

### "Eastern Shield" Program: Successes and Problems

Parallel to legal preparations, Warsaw continues active measures to strengthen physical defense. As part of the "Eastern Shield" program, Poland is accelerating military training for the population. More than 20,000 people have signed up for voluntary exercises, a record figure for the country.

However, the construction of defensive fortifications is proving more difficult. In the last six months, only one kilometer of a full defensive line has been built in Poland. Meanwhile, the total planned length of the defensive line is 700 km, indicating a significant gap between plans and current construction rates.
