# Lost passport: step-by-step guide to restoring a foreign passport in wartime conditions

Losing a foreign passport is always stressful and can ruin a vacation or an urgent business trip. However, there is no need to panic: the document can be restored promptly if you know the algorithm of actions. The State Migration Service (SMS) of Ukraine has clarified the procedure for obtaining a new passport in place of a lost or stolen one.

### Personal presence is a mandatory requirement

The main rule to remember: passport restoration requires the personal presence of the applicant. This issue cannot be resolved remotely. The citizen must apply to the relevant institution and submit an application for the issuance of a new document.

### What documents are needed for restoration

To successfully complete the procedure, you must prepare a package of documents. Depending on the situation, the list may vary:

- **For children under 14 years of age:** a birth certificate or another document confirming the fact of birth must be provided.

- **For legal representatives:** if the documents are submitted not by the owner themselves, but by their representative, a document certifying the identity of the representative and confirmation of their authority will be required.

- **In case of theft:** if the passport was stolen rather than simply lost, an extract from the Unified Register of Pre-trial Investigations (URPI) must be attached to the document package. To obtain this extract, you must first contact law enforcement agencies and officially report the theft.

### Photo submission specifics

There are exceptions to the rules for vulnerable categories of citizens. For children under 12 years of age, as well as for persons who, due to their state of health, cannot move independently and require urgent treatment abroad, it is permitted to submit one photograph measuring 10x15 cm. This image will be scanned and entered into the passport's digital carrier.

### Rules for Ukrainians living abroad

Citizens of Ukraine who permanently reside abroad but have lost their foreign passport while staying in the country also have the right to obtain a new document. To do this, it is necessary to provide documents certifying identity and confirming Ukrainian citizenship.

### Deadlines and security

Legislation does not set a strict deadline within which one must apply after losing a passport. Nevertheless, SMS specialists strongly advise not to delay the procedure, especially if a trip abroad is planned soon. Additionally, the fact of loss should be reported to the authorities as soon as possible to exclude the risk of the document being used by unauthorized persons.

### Impact of military actions on issuance deadlines

It is important to take into account the current situation in the country. Due to regular Russian attacks on Kyiv, there may be delays in the production and issuance of foreign passports. The "Ukraine" Polygraphic Combine, where documents are printed, is forced to suspend operations and evacuate staff during air raids. This directly affects passport production timelines.

In addition to loss, grounds for passport replacement include damage that makes it impossible to establish the owner's identity, read the data, or verify the details. For ID cards, replacement is required in case of damage to the electronic carrier or the inability to read the information.
