## 🎯 Key Points

- The Lviv Regional State Administration Department of Education approved recommendations to restrict gadgets in schools.
- The final decision is made by pedagogical councils, parent committees, and management by October 30.
- Exceptions are made for air raids, illness, and study tasks instructed by a teacher.
- A direct ban on audio and video recording of educational process participants has been introduced.

The Department of Education and Science of the Lviv Regional State Administration has initiated a significant tightening of internal regulations in the region's educational institutions. According to the signed decree, schools are offered methodological guidelines aimed at restricting the use of mobile phones and any other personal electronic devices both during academic classes and during breaks. The initiators of the innovation emphasize that the main goal is to minimize factors distracting children from the educational process and to improve the overall psychological atmosphere in children's communities. ### Local Decision-Making Mechanism

It is important to note that the measures proposed by the regional department are advisory in nature, and the final decision rests with the administrations of specific educational institutions. The procedure for introducing new rules requires transparent discussion: the initiative must be considered at meetings of student parliaments and parent committees. Only after reaching a public consensus is the issue submitted for approval by the pedagogical council of the school, after which its principal gets the legal right to sign a corresponding local decree. It is expected that all interested communities and schools will complete this process by October 30 of the current year. ### Exceptions and Emergency Situations

Despite the general strictness of the proposed restrictions, the document clearly regulates the list of situations in which the use of gadgets remains legal and justified. First of all, this concerns force majeure circumstances, such as air raid alerts requiring immediate evacuation to shelters, or a sudden deterioration in a student's health when it is necessary to urgently contact parents or medical services. In addition, the use of smartphones and tablets is permitted directly upon the instructions of a teacher if digital technology is integrated into the educational program for taking interactive tests or performing special tasks.

### Ban on Media Recording of the Educational Process

A separate clause in the methodological recommendations of the Lviv Regional State Administration outlines a strict ban on hidden or open video recording, as well as audio recording of all participants in the educational process—both teachers and students themselves. This measure is designed to protect personal data, prevent the creation of conflict situations and cyberbullying in social networks, and ensure a comfortable and safe environment for acquiring knowledge without the fear of being compromised in front of a smartphone camera during an answer at the blackboard.

### National Context and Global Practice

It is worth recalling that the discussion of the problem of digital distraction among schoolchildren has long reached the level of the central government of Ukraine. Earlier, a specialized draft law No. 15105 was registered in the Verkhovna Rada, designed to legally oblige students not to be distracted by gadgets during classes. The problem is confirmed by numerous sociological studies, which record the colossal amounts of time spent by teenagers in social networks like TikTok and Instagram right during lessons, which adversely affects the assimilation of material and the cognitive abilities of the new generation.
