# Medicines without pharmacies: how to get drugs through the 'Accessible Medicines' program via Ukrposhta

Residents of remote settlements and territories with complex logistics have received a new, simplified way to obtain life-saving medications. The National Health Service of Ukraine (NHSU), in partnership with 'Ukrposhta', has launched a drug delivery service under the 'Accessible Medicines' program. This solution aims to bridge gaps in healthcare accessibility for those living far from partner pharmacies.

### New channel of access to medicines

According to information received by RBC-Ukraine from the NHSU, the 'Ukrposhta.Apteke' service allows ordering drugs and medical devices with free delivery. The initiative is particularly relevant for communities where the physical presence of pharmacies is limited, as well as for regions where logistics are hindered by the consequences of military actions.

Through the postal service, one can obtain medications for treating a wide range of chronic diseases. The list includes drugs for the therapy of:

- cardiovascular and cerebrovascular diseases;

- type 2 diabetes mellitus;

- Parkinson's disease and epilepsy;

- glaucoma and migraines;

- chronic respiratory diseases;

- mental and behavioral disorders.

Separately, it is worth noting the availability of test strips for determining blood glucose levels for patients with type 1 diabetes. However, there are limitations: the postal service does not dispense insulins, as well as narcotic and psychotropic drugs.

### How to place an order: step-by-step instructions

The procedure for obtaining medicines via mail requires a preliminary visit to a doctor. The patient must contact a family doctor, therapist, pediatrician, or specialist to receive an electronic prescription under the 'Accessible Medicines' program.

After receiving the prescription, which arrives via SMS or is indicated in the information certificate, you need to contact the service. For this, a call to the 'Ukrposhta.Apteke' contact center at 0 800 300 545 is provided, where you should select the 'Order medicines' item in the voice menu. You can also place an order independently through the service website.

When interacting with the operator, you must provide the 16-digit electronic prescription number and the 4-digit code for its cancellation. The operator-pharmacist will help select the necessary drug and process the application. As soon as the medicines arrive at the branch, the patient will receive an SMS notification.

Drugs can be picked up at the post office within seven calendar days. For residents of settlements served by mobile 'Ukrposhta' branches, delivery is carried out along their working routes.

### Financial terms and prospects of the program

The NHSU reminded that currently, the reimbursement program includes 778 items. Of these, patients can receive 284 items completely free of charge, and another 494 with a partial co-payment. Payment conditions through 'Ukrposhta.Apteke' are identical to those acting in partner pharmacies: the cost depends on the selected drug.

The state continues to invest in the development of the system. Previously, it was reported about the expansion of the 'Accessible Medicines' program with the addition of modern drugs for the treatment of type II diabetes, as well as means for the prevention of heart attacks, strokes, and thrombosis. Funding for the program for 2026 has been increased to 8.7 billion hryvnias.

Parallel to the development of postal delivery, the authorities are working on expanding the rights of medical workers in villages and frontline communities. Nurses, paramedics, and midwives will be able to dispense medicines via e-prescriptions, which should significantly improve the availability of medicines in areas with a shortage of pharmacists.
