## 🎯 Key Points

- Teachers in grades 5-9 no longer need to specify learning outcome groups for every grade in the logbook
- Teachers assign one final grade per subject for the semester
- The competency-based approach and New Ukrainian School standards remain in force
- Changes are aimed at reducing the bureaucratic burden on teachers

The Ministry of Education and Science of Ukraine (MES) has decided to significantly simplify the procedure for maintaining class logbooks for teachers working in grades 5–9. As announced by the head of the ministry, Andriy Butenko, the new initiative aims to reduce the bureaucratic burden on teachers, allowing them to focus on the teaching process and working with students.

### New rules for recording grades

The key change is that teachers are no longer required to indicate the learning outcome group (LOG) next to every grade assigned. Under the previous system, which was in place in recent years, teachers were obliged to detail which specific outcome each mark referred to. This led to the formation of several interim grades for a single subject by the end of the semester, complicating the final grading process.

According to the new rules, teachers assign one final grade per subject for the semester. This does not mean the abolition of the competency-based approach or the abandonment of learning outcome groups as such. The standards of basic secondary education (New Ukrainian School) remain in force, and teachers are still obliged to assess student achievements in accordance with them. However, the format for recording this data in the logbook has become more flexible.

### Maintaining the competency-based approach

Andriy Butenko emphasized that simplifying logbooks does not change the essence of assessment. The learning outcome groups provided for by the standard and curricula are preserved. Teachers continue to assess student achievements defined by the state standard. Formative assessment remains fully in place, and the competency-based approach continues to be the foundation of the educational process.

It is important to note that the decision on how exactly to track achievements remains with the teacher. If indexing by learning outcome groups is a convenient working tool for a specific teacher, they may continue to use it. The MES emphasizes: "Everything that determines the quality of teaching in the classroom remains with the teacher".

### Reducing the burden on teachers

The Minister of Education drew attention to the critical workload facing Ukrainian teachers in current conditions. This refers not only to conducting lessons and checking work but also to lesson preparation, communicating with parents, and working with children who have knowledge gaps following distance learning and relocation. Added to this are regular drills in shelters during air raids and the need to resume classes after the all-clear.

Against this backdrop, the time spent on maintaining logbooks and preparing reports becomes a factor that takes away teachers' personal time. The MES considers it important to simplify procedures that take time away from teachers, time that should be dedicated to recovery and communication with family.

### Context of changes in the education system

These changes are part of a broader course to review the format of the National Multidisciplinary Test (NMT). Previously, Butenko stated the possibility of greater flexibility in testing, the ability to retake it, and reducing stress for applicants. President Volodymyr Zelenskyy also urged the MES to review the NMT-2027 format, specifically so that tests are conducted in shelters, the intensity of the test is reduced, and retakes are allowed.

Thus, simplifying logbook management and reviewing the NMT format demonstrate the state's desire to adapt the education system to the realities of wartime, while maintaining the quality of education and reducing the burden on teachers.
