# Military Salaries in Ukraine: Reform, New Contracts, and Amounts up to 400,000 Hryvnias

A large-scale reform of the financial support for military personnel is being prepared in Ukraine. As part of the changes, the minimum payment for soldiers may increase from the current 20,000 to more than 30,000 hryvnias. This issue became central at the meeting of the Budget Committee of the Verkhovna Rada on June 8.

### Where will the money come from?

People's Deputy from the "Voice" party, Yaroslav Zheleznyak, reported in his Telegram channel that representatives of the Ministry of Defense admitted a lack of financial resources for an immediate increase in payments. Nevertheless, the reform is planned to be implemented using the existing funds of the ministry's budget. After the discussion is concluded, the relevant proposals will be submitted to the government.

According to the deputy, the final decision on increasing the minimum financial support may be made in the near future.

### New payment system

Currently, the minimum financial support for military personnel is 20,000 hryvnias. This amount includes the position salary, the rank salary, and the seniority allowance. Such payments are received, in particular, by recruits who have just joined the ranks of the Armed Forces of Ukraine.

President Volodymyr Zelenskyy previously stated that after the reform, payments even for military personnel in the rear cannot be lower than 30,000 hryvnias. This will apply to both mobilized personnel and contractors.

For military personnel performing combat missions, the level of payments should be significantly higher. Special attention is planned to be paid to infantrymen. According to the head of state, special contracts with payments in the range of 250,000 to 400,000 hryvnias should be introduced for them, depending on the performance of combat tasks.

### Deadlines and details of the reform

People's Deputy Olga Vasylevska-Smagliuk predicts that the parliament may consider the issue of increasing the minimum financial support as early as this week.

Recall that the President of Ukraine and the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky, announced the start of a large-scale reform of military service as early as June 2026. Among the key areas of change are a new financial support system, special contracts for the infantry, and the phased dismissal of certain categories of military personnel who have been serving since 2022.

At the end of May, the Minister of Defense Mykhailo Fedorov presented the concept of changes to the people's deputies, which also provides for an increase in the basic financial support from 20,000 to 30,000 hryvnias.

According to RBC-Ukraine sources in the Verkhovna Rada, military personnel at the front will be able to receive up to 400,000 hryvnias. To this end, additional payments of 20,000 to 40,000 hryvnias for each day of performing combat tasks are planned to be introduced, depending on their complexity.

In addition, the Ministry of Defense is developing a new contract system with clearly defined terms of service, which will be available both for new military personnel and for those who are already serving.
