As Minister of Defense Yevhen Khmara stated during a briefing with media representatives, external export supplies will be carried out exclusively for military products whose volumes exceed the current needs of the Ukrainian army. This approach eliminates any risks of weapons and military equipment shortages within the country. The mechanism is being developed so that part of the income generated from the foreign economic activity of defense enterprises is directly reinvested into supporting the defense forces.

### Conditions, Deadlines, and First Results of the Export Initiative

Back in July, the defense agency officially approved strict frameworks and criteria for selling weapons and technologies abroad. Partner countries under the Drone Deal initiative received the right to purchase Ukrainian developments. For the convenience of participants, the maximum review period for applications was reduced from 90 to 30 days, and the minimum threshold for an export contract value was set at 15 million hryvnias. The first official beneficiary of this transparent procedure was F-Drones, which received a permit to export unmanned aerial vehicles.

Despite the ministry's optimistic statements and the launch of the first procedures, the expert community and representatives of specialized associations express certain concerns. In particular, Serhiy Honcharov, Executive Director of the National Association of Ukrainian Defense Industries (NAUDI), publicly criticized certain points of the approved regulations. According to him, the current 30% rate on component parts is effectively prohibitive for some manufacturers, which requires additional discussion and revision of the regulatory framework.
