# Chemical Base Restart: Minpromtorg Launches New Certification System for Microelectronics

The Russian microelectronics industry is preparing for a major update of its regulatory framework. The Ministry of Industry and Trade (Minpromtorg) has announced the launch of the development of a new standardization and certification system for chemical materials critical to the production of electronic components (ECB). The ministry has allocated 54 million rubles for the implementation of this strategic project.

### Moving Away from Soviet Legacy

According to the tender documentation, the current regulatory environment in the industry is outdated. Existing standards are largely based on documents from the Soviet era, which no longer correspond to modern technological realities and market requirements. The new system is intended to fully replace outdated approaches and is expected to be ready for implementation by November 2027.

The task set for the contractor goes beyond simple document editing. The winner of the tender will have to conduct a deep analysis of global experience in certifying chemical materials for radio electronics and design the architecture of the future Russian system.

### Architecture of the New System

The package of regulatory documents being developed will become the foundation for the industry. It will include:

    - Product certification rules;

    - Procedures for the functioning of system management bodies;

    - Requirements for the use of the conformity mark.

In addition, the contractor will need to work out several scenarios for implementing the new system, assessing their economic, technological, and budgetary consequences. An important stage will be the formation of a registry of testing laboratories and an audit of the industry's analytical equipment. Specialists must determine which domestic instruments are capable of ensuring the conduct of high-quality certification tests.

### Localization Reform and New Standards

Work on the new regulatory framework is closely linked to the reform of the production localization assessment system. Previously, Minpromtorg prepared amendments to Government Decree No. 719. These amendments provide for the inclusion of 22 types of specialized chemical products in the mechanism for scoring the level of localization. It is expected that the new requirements will come into force on January 1, 2028.

### Import Substitution Context

The creation of modern standards is a logical continuation of the state import substitution program in the field of materials for microelectronics. Against the backdrop of sanctions pressure, Russia has significantly accelerated the development of its own production of specialized chemicals for the semiconductor industry.

The scale of industry support is confirmed by the figures: at the end of 2024, Minpromtorg allocated about 4.8 billion rubles for the development of technologies for the production of chemical materials for integrated circuits. In 2025, the ministry announced plans to launch the production of 56 types of products. This list includes ultra-pure silicon-containing compounds, gallium phosphide wafers, and monocrystalline germanium.
