# NBU refutes rumors about new utility payment rules: Ukrposhta spread false information

The National Bank of Ukraine (NBU) has officially refuted information regarding the introduction of new requirements for utility payment receipts. The regulator stated that reports claiming the necessity to include the full bank card number or the taxpayer's identification number in payment documents are false and do not comply with current legislation.

The clarification was prompted by public statements from JSC "Ukrposhta," which previously claimed that, starting from August 1, it was obliged to print personal data of citizens, including full name, TIN, and full card number, on receipts. The National Bank labeled these assertions as a distortion of facts and called for accountability for spreading unreliable information.

### How payments are actually processed

According to the regulator's clarifications, the basic requirements for payment documents have been in effect since 2022, following the entry into force of the Law of Ukraine "On Payment Services" and Instruction No. 163. Furthermore, changes that came into force in March 2026 simplified the procedure rather than complicating it.

The NBU clearly distinguished the rules for non-cash and cash transactions:

    - **For non-cash payments:** It is not required to indicate the payer's surname, first name, patronymic, or their taxpayer registration number (RNUKPP) in either the payment instruction or the receipt.

    - **For cash payments:** According to rules effective since 2018, it is sufficient to indicate only the payer's full name (surname, first name, patronymic) in the receipt.

### Full card number is a violation of standards

The regulator paid special attention to the issue of indicating the bank card number. The National Bank emphasized that the requirement to print the full card number is not only unfounded but also contradicts international security standards.

When paying by card, payment service providers are obliged to indicate the number only in masked form (with part of the digits hidden). This approach complies with the requirements of the PCI DSS standard for protecting payment data. Printing the full card number creates risks of leaking confidential information.

### Investigation regarding Ukrposhta

The NBU emphasized that there are no special requirements specifically for "Ukrposhta." The rules are uniform for all payment service providers—both banks and non-bank institutions. All market participants received the same six-month transition period to adapt to the updated norms.

In response to the public statements by the postal operator, the regulator announced an inspection:

"In connection with the public statements of JSC 'Ukrposhta', the National Bank will inspect the practice of document processing for payment operations by this payment service provider," the NBU press service stated.

The regulator also noted that the deliberate dissemination of information distorting the content of regulatory acts is an irresponsible act. The discussion on regulation should be based on the exact content of laws, not on conjectures.
