# New deferment system: how the deferment period for Ukrainian soldiers is now calculated after a contract

The Head of the Ministry of Defense of Ukraine, Mykhailo Fedorov, has outlined the key principles of the new contract system, which is designed to make military service more transparent and fair. The central element of the reform is a guaranteed deferment for all contract soldiers after completing their term of service, the duration of which now depends directly on combat experience and length of service.

### Fairness as the main principle

According to the minister, the new system aims to take into account the "path traveled" by each soldier. The longer a person has served and the more actively they participated in hostilities, the more time they will receive for recovery after discharge. This is intended to serve as an incentive for the professionalization of the army and to support those who have already contributed to the defense of the country.

"Our task is to make the military service system predictable and fair. Those who have defended the country longer should receive more time to recover after completing their service," Fedorov emphasized.

### Guarantee for all: a minimum of six months

A basic guarantee of six months of deferment has been established for all categories of contract soldiers. However, the actual term will be calculated individually, based on the type of contract, the number of years of service, and the time spent at the front.

### Calculation examples: from civilians to veterans

The minister provided specific examples to illustrate how the new formula works:

- **A civilian who signed an infantry-storming contract for 14 months**, of which 4 months were combat operations. He receives 12 months of deferment + 6 months guaranteed = **1.5 years**.

- **An active military member since 2021**, who signed a contract for 10 months. To the basic 1.5 years, the following is added: 6 months for each year of service since 2022 (totaling 12 months) and 1 month for each year before 2022 (another 1 month). Result: **3 years and 7 months** of deferment.

### Gradual discharge of veterans

Special attention is paid to those who have been in the ranks of the Defense Forces the longest and have the most combat experience. For them, the process of gradual discharge from service will begin already this year — as a recognition of their merits and an opportunity to return to civilian life.

### Reform context: salaries and three types of contracts

These changes are part of a large-scale army reform announced a few days ago. According to the plan, Ukrainian infantrymen will receive one of the highest salaries in the world — up to 300,000 hryvnias at the front and 30,000 in the rear. Additionally, three types of contracts are being introduced, each of which provides for an individual deferment scheme.

President Volodymyr Zelenskyy previously confirmed the availability of resources to implement these promises, making the reform not just a declaration, but a realistically implementable plan.
