# New Law: Authorities Will Be Punished for Closed Shelters and Privatization Will Be Banned

A draft law has been registered in the Verkhovna Rada of Ukraine aimed at tightening the accountability of authorities regarding the condition and accessibility of protective structures. The initiative is designed to minimize risks to the civilian population during enemy attacks and to eliminate instances of negligence by local administrations.

### Monthly Inspections and Reporting

A key provision of the document is the requirement for regular monitoring of shelter conditions. According to the draft, inspections must be conducted at least once a month. Military commissariat employees or representatives of local self-government bodies will be responsible for reporting on the results and the actual state of the facilities.

### Protection Against Privatization

The authors of the draft law propose establishing a strict ban on the privatization of protective structures. The document enshrines the provision that such objects cannot be removed from state or communal property in any way. This should guarantee that shelters remain under state control and are accessible to citizens in critical moments.

### Liability for Obstructing Access

Special attention in the document is paid to citizens' rights to safe shelter. In the event that representatives of the authorities or management structures obstruct access to shelters during an air raid, they will face legal liability. This measure is intended to eliminate situations where people are left without protection due to bureaucratic barriers or arbitrariness.

### Changes in Urban Planning

The draft law also introduces amendments to urban planning legislation. Now, the section on engineering and technical measures of civil defense will become a mandatory part of the project documentation for any new construction. This will ensure the integration of safety issues at the design stage of new residential and public buildings.

### Path to Adoption

At the moment, the draft law is under consideration. To come into force, the document must pass a vote in the Verkhovna Rada and receive the signature of the President of Ukraine. The implementation of these measures could radically change the situation with civil defense and increase the population's trust in the protection system.
