# New line in the utility bill: Kyiv residents are now officially charged for building management

In March 2025, Kyiv residents, opening their usual utility payment documents, discovered an unexpected novelty. A separate line item appeared in the bills — 'management of a multi-apartment building'. This is neither an accounting error nor a random surcharge, but the result of systemic changes in the procedure for maintaining the capital's housing stock.

### Who is affected by the changes?

The innovation did not affect all residents of Kyiv's high-rise buildings simultaneously. The payment for building management began to be charged specifically to apartment owners who have not created an Association of Co-owners of a Multi-Apartment Building (OSMD). If the residents of a building did not choose the form of management themselves, the state took this issue upon itself.

From March 1, 2025, local authorities initiated a special tender for such buildings. As a result of the selection, management companies were appointed with whom individual contracts were concluded. These documents clearly state the actual costs of maintaining the building, which is now reflected in the payment bills.

### What is included in the new service?

The service for managing a multi-apartment building (UBB) is now displayed in the bills as a separate item. According to explanations from the 'Center for Utility Services', the list of works for which residents pay monthly has been approved by a relevant government decree.

This line item includes all expenses necessary for the maintenance of the common property of a high-rise building. However, this is not an exhaustive list. In addition to mandatory works, apartment co-owners have the right to order additional services from the manager. The exact structure of services and the list of works for each individual building can be found in the signed contract with the management company.
