Ukrainians now have the opportunity to apply for new types of compensation through the Diia portal. The International Registry of Damage from Military Actions has expanded its list of categories, allowing citizens to claim compensation for moral suffering, loss of access to healthcare, and interrupted education. This was reported by RBC-Ukraine, citing the Legal Advisor of the VPL.

The application submission system has become more flexible and accounts for a wide range of losses that previously did not meet standard criteria. Now, applications can be filed not only for destroyed housing but also for human rights violations and economic losses.

### Compensation for moral harm and mental suffering

One of the key innovations is category A2.10. It was created specifically for people who have experienced human rights violations or war crimes. This section deals exclusively with moral harm and mental anguish caused by military actions.

It is important to understand: if the war has led to both moral and material losses, they must be indicated in separate applications. These are different legal categories, and mixing them in one form is not recommended.

### Economic losses and access to healthcare

Category A3.7 has become one of the most extensive and universal. It covers a wide range of economic losses. If you lost money due to the war but did not find your situation in other lists, this section will be a suitable option for an appeal.

Special attention is paid to citizens' health. Category A4.1 is created for those who were unable to receive timely treatment. This applies to cases where a hospital was destroyed, it was impossible to reach it due to shelling, or there were no necessary medicines and doctors. If your health has deteriorated due to lack of assistance, you have the right to compensation, including additional expenses for rehabilitation.

### Education and children's rights

The new category A4.2 concerns the loss of access to education. It is relevant if a school or university was destroyed or fell under occupation. Military actions often make education impossible, and the state now provides compensation for such interruptions.

Applications for minors can be submitted by parents or legal guardians. This also applies to cases where education was interrupted due to official bans introduced in connection with martial law.

### Simplification of procedures and support for veterans

For residents of frontline areas, the procedure for confirming housing destruction has been significantly simplified. Now, acts of remote inspection can be used to record damage. This is critically important in areas where it is physically impossible for a commission to conduct an on-site inspection due to constant shelling.

All applications are submitted through the Diia portal using an electronic signature. New sections will appear in the menu gradually, as the system is being connected to state registries step-by-step to ensure data accuracy. Citizens are advised to prepare all available documents in advance.

Parallel to the changes in the damage registry, the conditions of the "eOselia" program for veterans have changed significantly. The interest rate on mortgage loans for them will be 3%, and the state will compensate the difference. Support for displaced persons has also been expanded: the Cabinet of Ministers has increased the compensation payment period to 90 days for institutions accommodating internally displaced persons, in particular, family-type children's homes.
