# New reservation center in Ukraine: how the state will bring order to critically important enterprises

A new state body has been created in Ukraine to streamline the process of reserving conscripts and determine the list of critically important enterprises. The Cabinet of Ministers has adopted a resolution on the establishment of a Coordination Center for Reservation Issues during the period of mobilization and wartime.

As reported by RBC-Ukraine citing the Ministry of Economy, the new body will function as a temporary advisory and consultative body under the government. Its main task is to coordinate the work of various departments and promptly find solutions to problematic situations arising when processing reservations for employees.

### Criteria for critical importance

One of the key areas of activity for the new center will be considering proposals to recognize enterprises, institutions, and organizations as critically important for the state. According to the new rules, government bodies are obliged to take into account the recommendations of the Coordination Center when making decisions on granting special status to businesses.

This innovation is designed to strengthen control over the provision of benefits and protect the mobilization system from abuse. Previously, new rules for reserving workers of critically important enterprises had already been introduced in the country, and strict deadlines were set for employers to bring their documentation in order.

### Labor market and demand for reservation

The creation of the center comes against the backdrop of a sharp increase in the popularity of vacancies guaranteeing protection from conscription. Statistics from the OLX Work platform over the last year demonstrate the following trends:

    - The number of vacancies with the possibility of reservation from mobilization increased by 25%.

    - Response from job seekers to such offers grew by 28%.

    - The median salary for vacancies with a guaranteed reservation already exceeds 35,000 hryvnias.

These figures indicate that protection from mobilization has become one of the key factors in choosing a place of work for Ukrainians. At the same time, the authorities are trying to balance the interests of business and the needs of the army by tightening control over enterprise statuses.
