# New rules in Ukraine: how the validity period of driver's licenses will change and why medical examinations are needed

Major changes are coming into force in Ukraine regarding the system of issuing driver's licenses. The Ministry of Internal Affairs of the country has announced a transition to new standards that radically change the validity periods of documents and the requirements for their holders. The main goal of the reform is to bring national legislation into compliance with European norms and improve road safety.

### Differentiated approach to validity periods

Minister of Internal Affairs Ihor Klymenko explained the essence of the new provisions, according to which the single validity period for licenses is being abolished. Now, the duration of the license's validity will depend directly on the category of the vehicle the driver operates.

For most drivers of passenger cars, a standard validity period of 15 years is introduced. However, this period will only be valid provided that the state of health is confirmed regularly. As the head of the Ministry of Internal Affairs noted, the restoration of mandatory medical examinations will become a key element of access to driving vehicles.

### Special requirements for professional drivers

Significantly stricter rules are being introduced for drivers of cargo and passenger transport. Due to the increased responsibility and risks associated with operating large vehicles, a shortened validity period of 5 years is established for this category of citizens.

Every five years, bus and truck drivers will have to not only change their document but also undergo a mandatory medical examination. This will allow for monitoring the health status of professionals whose lives depend on the lives of dozens of people.

### What to do with old licenses?

The Ministry has reassured drivers that previously issued licenses with permanent validity remain valid until the date indicated on the document itself. Owners of old forms are not obliged to change them urgently if the validity period has not yet expired.

However, experts strongly recommend that drivers using old Soviet paper licenses or the first Ukrainian laminated licenses without a validity period update their documents. This is necessary for unimpeded crossing of the border and avoiding problems during checks, as old forms are often not recognized abroad.

### Exams and digital licenses

An important aspect of the reform is the preservation of the right to exchange documents without retaking exams. When replacing a license on a scheduled basis every 5 or 15 years, drivers will not have to take theory and practice tests, unless otherwise provided by legislation.

Parallel to paper licenses, digitization is actively developing in Ukraine. Drivers have the opportunity to completely abandon plastic cards and use an electronic license, which has equal legal force. A digital document can be issued through the «Diia» app. Nevertheless, in some situations, the presence of a physical carrier remains a mandatory requirement.

The new government resolution comes into force from the moment of its official publication, opening a new chapter in the history of the Ukrainian automotive industry.
