# New weapons in old stocks: how experts assess the electronic components of the 'Oreshnik' missile

Amidst the ongoing conflict and tightening sanctions pressure, the question of how Russia supplies its military industry remains one of the key issues. Vladislav Vlasjuk, the President of Ukraine's Commissioner for Sanctions Policy, commented on the results of a new study concerning the modernization of Russian weaponry. In an interview with the newspaper 'Militarny', he presented data that radically changes the understanding of the foundations of the adversary's strike capabilities.

### From old stocks to new production

For a long time, there was an opinion that Russia was mainly depleting its pre-war stocks of weapons. However, an analysis of fragments of the newest medium-range ballistic missile 'Oreshnik' (also known as 'Kedr') refutes this theory. According to the study results, more than half of the missile's components date from 2023–2024. Moreover, parts marked with the year 2025 were found in the design.

"This indicates that Russia is not using old stocks but continues to produce missiles based on a new platform of electronic components," emphasized Vladislav Vlasjuk. Experts conclude that Russian industry has moved to the active production of high-tech units, despite external restrictions.

### Russian-Belarusian tandem in weapons creation

Researchers paid special attention to the origin of the components. According to reports, all identified components of the 'Oreshnik' missile were manufactured exclusively by Russian and Belarusian companies. This confirms the close integration of the defense complexes of the two countries and the ability to create a closed production cycle without critical dependence on Western supplies.

Ukrainian experts and scientists from the Independent Commission for Combating Corruption (NAKO) conducted extensive work to identify the chain of manufacturers. During the study, about 470 electronic components produced by 25 companies in Russia and Belarus were examined. The document also mentions four other manufacturers, although their participation in the project has not yet been finally confirmed.

### Comparative analysis: 'Oreshnik' vs. old systems

The use of new electronic equipment allowed the 'Oreshnik' missile to be significantly distinguished from the munitions used in previous airstrikes. For comparison, Ukrainian experts who studied fragments of the missile used by Russia to strike the Lviv region on the night of January 8, 2026, found that all printed circuit boards and microchips inside the flight control processor were manufactured between 2014 and 2016.

A similar situation was revealed during the analysis of fragments of the missile used against Dnipro in November 2024. The marking on each part indicates that they were manufactured in early 2018 and were probably originally intended for other projects. This confirms that in previous periods, Russia indeed used repurposed old systems.

### Chronology of application and technical failures

It is important to note the context of the application of new technology. During an intensive attack on the night of May 24, Russia used not one, but two medium-range ballistic missiles 'Oreshnik'. However, the first launch was unsuccessful, and the missile most likely fell in the suburbs of Donetsk. Despite this incident, the successful use of the second missile and the subsequent analysis of its debris allowed experts to obtain invaluable data on the current level of development of the Russian missile industry.
