# New York imposes moratorium on data center construction: how AI threatens the state's power grid

New York has become the first US state to officially ban the construction of new large-scale data centers. The one-year moratorium aims to halt the uncontrolled growth of infrastructure required to support artificial intelligence and provide time to assess the consequences for the power grid and local communities.

### Reasons for strict restrictions

The decision was made against a backdrop of growing concerns among authorities and residents. Data centers, fueling the AI boom, consume a colossal amount of resources. Experts and officials point to three critical issues: a sharp rise in electricity costs, excessive strain on water supply systems, and the burden placed on local residents.

New York Governor Kathy Hochul stated directly that the development of data centers threatens to raise utility bills and deplete natural resources. According to her, she is obligated to take action and assume a leadership role to prevent uncertainty for the state's residents.

### Details of the moratorium and new laws

The construction ban applies to facilities consuming 50 MW or more of electricity. During the moratorium, the state Department of Environmental Conservation will not issue any discretionary permits that are not yet considered complete.

In addition to the moratorium, the governor intends to push for legislation repealing sales tax exemptions for large data centers. This is intended to serve as an additional deterrent for investors.

It is worth noting that in June, the New York legislature already passed a bill limiting the operation of data centers consuming more than 20 MW of electricity. However, this document has not yet been sent to Kathy Hochul for signature.

### Geography of data centers in the US

New York, despite strict measures, is not a leader in the number of such facilities. There are only about 130 data centers in the state. For comparison: Virginia has more than 600, and Texas has about 500. Nevertheless, New York's actions have brought it to the forefront of the national discussion on how to manage AI infrastructure.

The debate surrounding data centers is taking place against a backdrop of tension in the field of technological security. It was previously reported that OpenAI and Google provided access to their advanced artificial intelligence models to subsidiaries of Alibaba, Baidu, and Tencent. These Chinese companies have been listed by the Pentagon as enterprises with probable ties to the Chinese armed forces, adding geopolitical weight to issues of control over AI infrastructure.
