A court hearing to determine the bail for the former acting Minister of Culture and Information Policy, Rostyslav Karandeev, has concluded in Kyiv. On Tuesday, June 30, the Pechersk District Court of the capital ordered the official to be placed under nighttime house arrest.

Official confirmation of the court's decision came from Maryana Gayevska-Kovbasyuk, Head of the Information Policy and Communications Department of the Office of the Prosecutor General of Ukraine. According to her, the court granted the prosecution's request, selecting this specific measure of restraint for the former minister.

### Essence of the charges and the evasion scheme

Rostyslav Karandeev officially received a notification of suspicion from law enforcement agencies on June 20. Investigators established that the official was involved in organizing the illegal departure of citizens of conscription age abroad.

According to the case materials, the scheme was structured as follows: men subject to mobilization left the country posing as members of a musical group. In the documents, they were listed as artists traveling abroad for charity concerts, although in fact they had no connection to musical activities.

The investigation established that thanks to this scheme, eight men of conscription age managed to cross the border of Ukraine. Rostyslav Karandeev held the position of acting Minister of Culture and Information Policy from July 2023 to September 2024.

### Context of the investigation

Karandeev's case is part of a broad investigation conducted by the Security Service of Ukraine (SBU) regarding corruption schemes related to evasion of mobilization. Previously, law enforcement officers had already curbed the activities of similar groups.

Thus, in January of this year, the SBU detained the First Deputy Head of one of the district state administrations of Kyiv, Oleksandr Smyk. He was suspected of involvement in a similar scheme to turn conscripts away from military service.

In addition, in April, two assistants of current People's Deputies of Ukraine were detained. Cases were also filed against them for selling forged documents used to evade mobilization.
