An official administrative investigation has been launched in Odesa regarding a conflict involving individuals in camouflage uniforms, a civilian man, and his pet. The incident, which has garnered significant attention in local media, has compelled the Odesa Regional Territorial Center for Recruitment and Social Support (TCR and SP) to respond to video footage and victim statements that have become publicly available.

### Version of the victim's family: unprovoked attack

The primary source of information regarding the details of the incident is the statement from the wife of the Odesa victim. The woman describes the circumstances as a sudden attack while walking the dog. According to her, a group of approximately ten people dressed in 'pixel' camouflage and balaclavas covering their faces approached her husband.

According to the claimant's assertions, the aggression began without any prior legal justification. The unknown individuals did not present identification or state legal demands. Instead of a dialogue, the group immediately used gas canisters and improvised objects to physically assault the man.

### The fate of the animal: from abduction to injuries

Special attention in the family's statement is paid to the fate of the dog named Tito. During the scuffle, the animal was forcibly placed in the cabin of a minivan. The man, trying to protect his pet, chased the vehicle and, according to him, witnessed the cruel treatment of the dog through the car window. He claims to have seen the animal being held by the leash in a suspended position.

After the dog was returned to its owners, veterinarians recorded serious injuries. The pet was diagnosed with injuries to both hind legs: a severe bruise on one paw, as well as suspected ligament rupture and joint damage on the other. Additionally, traces of blood were found on the animal's fur.

### Response of TCR and SP: verification and threat of liability

The command of the Odesa Regional TCR and SP issued an official comment confirming that the incident is under the department's control. The statement emphasizes that an investigation has been appointed in accordance with established procedures to thoroughly examine all circumstances outlined in the video materials and citizen statements.

Department specialists are currently conducting a verification to determine the status of the participants in the conflict. The key question of the investigation is whether the individuals in camouflage were active military personnel of the TCR and SP structural units, or if representatives of other formations are involved in the incident.

The leadership of the territorial center has given a strict legal assessment of the potential consequences. In the event that facts of exceeding official authority, the use of inadmissible methods of influence, or violation of legislation are confirmed, the guilty parties will be held strictly accountable under disciplinary and criminal liability in accordance with the current legislation of Ukraine.
