The technological landscape of modern warfare is undergoing fundamental changes. The Russian low-orbit broadband internet constellation 'Rassvet', developed by the private company 'Bureau 1440' (part of IKS Holding), has moved from the prototype stage to the practical formation of a working structure in orbit. As confirmed by independent experts in space communications, a stable chain of satellites has already been deployed over the territory of Ukraine, forming daily coverage zones.

### Technical Architecture and Current Deployment Status

According to space object tracking systems, 12 serial 'Rassvet-1' satellites have formed a stable formation at an altitude of 550 km. This allows them to make four passes over the combat zone daily. Two to three of them pass at the optimal altitude for signal retention, providing a total of about 2–3 hours of stable communication per day.

This configuration allows Russian forces to conduct coordinated operations, using an autonomous satellite channel to bypass electronic warfare (EW) complexes and transmit video streams from the deep rear in real time. The main consumers of this service are heavy strike-reconnaissance UAVs of the 'Geran-2/3/4' series and prospective unmanned boats.

### Dynamics of Militarization and Scaling Plans

The project is being implemented at a high pace, creating long-term strategic risks for the adversary. On July 19, 2026, 'Bureau 1440' conducted a second batch launch of another 16 'Rassvet-2' satellites, equipped with laser intersatellite communication channels. By October–November, these satellites will take their positions, doubling the number of communication windows.

Analysts state: maintaining the current launch dynamics every 3–4 months, by the summer of 2027, Russia will deploy more than 250 satellites. This will ensure 100% seamless 24/7 coverage over all of Eastern Europe, which will require the Armed Forces of Ukraine to urgently implement new satellite jamming and orbital countermeasure systems.

### User Equipment Specifications

The key factor in the system's effectiveness is the mobility of the terminals. The ground user equipment of 'Bureau 1440' weighs less than 15 kg, allowing it to be transported in field conditions. The system provides a peak speed of up to 1 Gbit/s and operates based on active phased array antennas (APAA), which automatically maintain the beam with the satellite while in motion.

### Geopolitical Context and Asymmetric Responses

The emergence of a sovereign Starlink analogue for the Russian Federation is recorded during a time of severe defense perturbations. In conditions where American arsenals are depleted, the White House is forced to conserve resources. President Donald Trump blocked plans to produce Patriot missiles in Ukraine due to fears of military secrets leaking, while Elon Musk continues to block Starlink operations on drones crossing the borders of the Russian Federation.

Ukraine, having lost a major plant of the company Terminal Autonomy in Kyiv, is betting on asymmetric actions. The Commander-in-Chief of the Armed Forces of Ukraine, Mykhailo Drapatyi, is coordinating a large-scale naval campaign 'MoLoChKa'. However, the appearance of a full-fledged 'Rassvet' constellation for Russia requires Kyiv not only tactical decisions but also a strategic review of approaches to ensuring control over the sky.
