# Palanka Bypass: How the New M-15 Highway Will Change Logistics and Security in the Odesa Region

A large-scale infrastructure project has been launched in the Odesa region, which could radically change the region's logistics chains. The Odesa Regional Military Administration, together with the Infrastructure Restoration and Development Service, has begun designing a new section of the state highway M-15 (Odesa — Reni). The main goal of the initiative is to create an alternative route that completely eliminates transit through the territory of the Republic of Moldova in the area of the village of Palanka.

### Logistical Deadlock and Solution

The existing road section, running along the 51st and 52nd kilometers of the highway, represents a "bottleneck" for freight transport. The need to undergo double border and customs control regularly leads to critical delays in export-import cargo. The new route, ranging from 9.6 to 10 kilometers in length, will ensure direct communication between Odesa, Reni, and Izmail, guaranteeing the uninterrupted operation of the ports of the Danube cluster under the sovereign legal field of Ukraine.

### Project Economics: From Billions of Hryvnias to International Loans

Implementing this ambitious plan will require colossal investments. According to preliminary expert estimates, the total cost of constructing the new road surface at June 2026 prices could range from 10 to 20 billion hryvnias. Given the shortage of funds in the State Road Fund, relevant departments are already considering options for attracting targeted grants and long-term credit lines from international financial institutions.

In the first stage, which has already begun, the Odesa Regional Military Administration has allocated targeted funding for the development of design and cost documentation. Previously, the cost of tender procedures for design was estimated at 34.4 million hryvnias.

### Security and Sovereignty

The construction of a bypass highway is not only an economic but also a geopolitical task. On the existing section of the M-15 highway, cases of procedural violations related to attempts to illegally cross the state border are recorded. To minimize the risks of illegal migration, a plan for the construction of a complex of engineering and technical barriers along the existing roadbed is being developed in parallel with the road project. The cost of this security element is estimated at 130 million hryvnias and will fall on the shoulders of the State Border Guard Service of Ukraine.

The transfer of the key transport corridor to 100% sovereign territory is considered the most sustainable solution for eliminating vulnerabilities in the border control system. According to legislation, the development of border infrastructure belongs to objects of critical importance, ensuring national security and the economic stability of the state.
