# The Paradox of the Ukrainian Labor Market: Two Vacancies for Every Unemployed Person

The Ukrainian labor market in 2026 is demonstrating an anomalous situation: the demand for labor significantly exceeds the supply. According to the State Employment Service, the number of open vacancies is almost twice as high as the number of officially registered unemployed individuals. By the end of June, employers were looking for about 235,000 employees, while only 93,000 people held unemployed status.

### The Mathematics of the Labor Shortage

The statistics are unequivocal: the overall labor deficit in the country amounts to approximately 88,000 people. If we calculate the ratio, there are almost two open positions for every registered unemployed person. At the same time, 147,000 people use the services of the employment service, but not all of them are looking for work at the moment or meet the employers' requirements.

The highest concentration of job seekers is observed in the Kharkiv, Dnipropetrovsk, Odesa, Poltava, Kyiv, Mykolaiv, and Lviv regions. However, even in these regions, employers are experiencing difficulties in finding suitable specialists.

### Who are employers looking for?

The most acute deficit is observed in the segment of qualified blue-collar professions. Enterprises lack specialists capable of performing specific technical tasks. At the same time, in anticipation of the summer season in resort areas such as Odesa and the Carpathians, there is a surge in demand for personnel in the trade, hotel and restaurant business, and service sectors.

Employers are forced to increase salaries to attract candidates, and high competition remains for certain vacancies. Among the most in-demand professions with income above the national average (more than 30,000 hryvnias) are:

    - Journalists;

    - Software Engineers;

    - Change Managers in Industry.

### Causes of Imbalance

Experts from the State Employment Service link the current situation to large-scale internal population migration and the relocation of enterprises. Economic activity is shifting to relatively safe regions of the country, where demand for workers is growing. Conversely, economic activity is decreasing in frontline territories, which also affects the overall picture of the labor market.
