# Personnel decisions and lagging regions: Zelenskyy harshly assesses Ukraine's readiness for winter

### Ukrainian President Volodymyr Zelenskyy warned of possible personnel changes in regions that fail to meet the deadlines for preparing for the heating season. The head of state made the statement after hearing a report from Prime Minister Yulia Svyrydenko on the situation regarding fuel supply and the implementation of energy resilience plans.

During the meeting, Zelenskyy acknowledged that winter preparations across the country are proceeding unevenly. Some territorial communities are falling behind the schedule for necessary work. The President emphasized that the authorities will draw conclusions, and one of the tools of influence will be personnel decisions.

"Unfortunately, some communities are lagging in preparatory work. We will draw conclusions, including personnel ones," the President stated.

### Situation with financing and implementation of plans

According to data presented during the discussion, only about 40% of the planned energy resilience measures have been implemented. Of the total allocated funds of 62 billion hryvnias, 22 billion have already been spent. The pace of work varies significantly depending on the region.

At risk are the Lviv and Ivano-Frankivsk regions, as well as the capital, Kyiv. These entities are officially lagging behind the preparation schedule. At the same time, the best results are demonstrated by the Dnipropetrovsk, Kyiv, Zhytomyr, Rivne, and Cherkasy regions.

It is worth noting that earlier, after considering the issue of Kyiv's preparation for the heating season at a National Security and Defense Council (NSDC) meeting, authorities decided not to resort to radical personnel changes in the leadership of the Kyiv City State Administration (Kyiv City Council). However, the current situation with the capital lagging behind the schedule may require a revision of this position.

### Energy strategy and partnerships

Despite the problems with preparation rates, Zelenskyy noted positive aspects in the work of the government and the company "Naftogaz". The head of state emphasized that tasks regarding the development of a network of additional energy partnerships are being carried out precisely. These ties are intended to support the state and the population both during the current winter period and in the long term.

The country continues active work on accumulating natural gas reserves, restoring damaged energy facilities, and deploying backup generation sources. The main challenges for the energy system remain relevant, however, the government continues to focus on protecting energy generation, logistics, and the supply of necessary equipment.
