# Personnel Revolution in Kyiv: Koretsky as Prime Minister and a Major Government Reform

![Dmytro Koretskyi in a new role: Prime Minister of Ukraine against the backdrop of government reform](https://xab.info/media/2026/07/15/kadrovaya-revolyutsiya-v-kieve-koretskiy-na-postu-premera-i-masshtabnaya-reforma-pravitelstva/kadrovaya-revolyutsiya-v-kieve-koretskiy-na-postu-premera-i-masshtabnaya-reforma-pravitelstva-1.webp)

Events are unfolding in the Ukrainian parliament that could radically change the country's political landscape. An official proposal from President Volodymyr Zelenskyy to appoint Serhiy Koretsky as Prime Minister of Ukraine has been submitted to the Verkhovna Rada. This became known following a post by the parliament speaker, Ruslan Stefanchuk, on Facebook.

### Change of Power: Svirydenko's Departure

The decision to update the composition of the Cabinet of Ministers has been made at the highest level. The current Prime Minister, Yulia Svirydenko, who has led the government since July 17, 2025, is resigning. According to sources, she has been offered a new position: heading the Embassy of Ukraine in the USA. This decision symbolizes not just a change in personnel, but a strategic re-evaluation of priorities in state management.

### Thursday's Plan: From Prime Minister to Full Government Composition

According to RBK-Ukraine, the parliament plans to consider the proposal to appoint Koretsky in the near future. The maximum program envisages the approval of the full composition of the new government by Thursday evening. If this plan is not implemented, at the very least, the new Prime Minister will be approved.

### Structural Changes: Splitting Ministries

The formation of the personal composition of the government is accompanied by deep structural changes. In particular:

- **Ministry of Regional Development and Ministry of Infrastructure:** The position of Oleksiy Kuleba is proposed to be split into two ministries. Deputy Vitaliy Bezgin is being considered for the post of Minister of Regional Development. Leaders of regional state administrations (RAs), including Oleh Syniehubov, Mykola Kalashnyk, and Ivan Fedorov, are contenders for the position of Minister of Infrastructure.

- **Ministry of Economy and Ministry of Agrarian Policy:** The Ministry of Economy, Environment, and Agriculture will be split. Oleksiy Sobolev will head the economic and environmental directions, while a separate Ministry of Agriculture will be headed by Taras Vysotsky.

- **Ministry of Education and Science:** Instead of Oksen Lesovoy, the candidacy of his deputy, Mykola Trofimenko, is being considered. However, this candidacy has not yet been finalized.

### Focus of the Week: Government Rotations Only

This week, the Verkhovna Rada will focus exclusively on government rotations. The appointment of a new head of the Security Service of Ukraine (SBU) is not currently planned. This decision underscores the priority of forming a new government in the current political agenda.

Thus, Ukraine stands on the threshold of significant changes in the structure of its government. These steps could be key for the country's further development and strengthening its position on the international stage.
