On July 21, 2026, Dmitry Peskov, Press Secretary of the President of the Russian Federation, voiced Moscow's hardline position regarding the possible military presence of North Atlantic Treaty Organization (NATO) and European Union countries on Ukrainian territory. During the daily briefing, the official Kremlin representative stated that any scenarios involving the deployment of foreign military contingents in the conflict zone are "absolutely unacceptable" for Russia.
