# Response to the Strike on St. Petersburg: Peskov Declares Moscow's Actions Have a 'Systemic Nature'

The Kremlin has issued an official comment regarding the large-scale attack by Ukrainian drones that occurred in the night of June 3. Press Secretary to the President of the Russian Federation, Dmitry Peskov, confirmed that Russia is already implementing its plans to respond to provocations, and these actions are of a systemic nature.

Events unfolded against the backdrop of preparations for the St. Petersburg International Economic Forum (SPIEF). In the night of June 3, Ukrainian long-range drones struck a strategically important facility — the St. Petersburg oil terminal. This is the largest oil refining complex in northwestern Russia. As a result of the attack, a large fire broke out on the site.

The Governor of the Leningrad Region, Alexander Drozdenko, reported that 30 drones were shot down in the region. However, the strikes were not limited to the northern capital. President Volodymyr Zelenskyy later revealed the full list of targets of the night operation: in addition to the oil terminal, facilities of the Kronstadt naval base and an arms plant in the Tambov region were hit.

### Kremlin Comment: 'Systemic Nature'

Journalists asked Dmitry Peskov to comment on the situation and clarify exactly what steps Moscow would take in response to the strikes on St. Petersburg. The Kremlin spokesperson did not provide details on new plans, referring to the previously stated position of the department.

"I would like to remind you of the statement by the Ministry of Foreign Affairs, which says that our responses will be of a systemic nature. They, in fact, already have a systemic nature," Peskov stated.

Experts interpret these words as a hint that Russia does not plan to introduce new formats of retaliatory actions. Instead, the current line of conduct will continue — regular Russian shelling of facilities on Ukrainian territory.

### Details of the Attack and Geopolitical Context

Particular attention from analysts was drawn to the accuracy of the strike on Kronstadt. According to the General Staff of the Armed Forces of Ukraine, ships and infrastructure facilities were hit in the port. This confirms the ability of the Ukrainian Armed Forces to deliver targeted strikes on military targets at a significant distance from the front line.

The distance from the Ukrainian border to St. Petersburg is about 1100 kilometers. The successful conduct of an operation at such a distance demonstrates the growing capabilities of Ukrainian aviation and unmanned systems. Nevertheless, the Kremlin's reaction remained restrained: Moscow insists that its retaliatory measures are already launched and operating in normal mode.
