## 🎯 Key Points

- The PFU named seven grounds for terminating the IDP living allowance, including the purchase of a vehicle less than five years old and property worth more than 100,000 hryvnias.
- The payment is cancelled when deposit savings exceed 100,000 hryvnias, currency operations exceed this threshold, there is housing in certain territories, the person is under full state maintenance, or they stay abroad for more than 30 consecutive days or 60 days in total.
- A termination decision can be challenged by submitting supporting documents to the PFU body or the CNAP at the place of residence.

The Pension Fund of Ukraine (PFU) has clarified in which cases the monthly living allowance for internally displaced persons (IDPs) may be terminated. This is reported by RBC-Ukraine, citing the Main Directorate of the PFU in Chernivtsi Oblast. In essence, this concerns a list of seven grounds on which the payment stops being accrued: from major purchases and savings in bank accounts to prolonged stays abroad. These rules apply within the framework of beneficiary verification, and their compliance is monitored on a regular basis.

### Purchases and property: when the payment is terminated

The first and one of the most notable grounds is linked to the purchase of a vehicle. The assistance is not accrued if, during the period of receiving the allowance, a person purchased a vehicle less than five years old from its year of manufacture; the exception is made only for mopeds and trailers. The second ground concerns major purchases: the payment is terminated if an IDP acquired property worth more than 100,000 hryvnias. This threshold covers land plots, apartments, houses and other real estate, as well as securities and other financial instruments.

### Bank accounts and currency under control

Financial savings are also under observation. The payment may be cancelled if more than 100,000 hryvnias have accumulated in the beneficiary's deposit bank account; at the same time, one-off state payments are not included in this limit. Operations involving the purchase of cash or non-cash foreign currency, as well as bank metals, in an amount exceeding 100,000 hryvnias are separately controlled. Thus, even funds formally "hidden" in a deposit or in currency may become grounds for terminating the assistance.

### Housing, state maintenance and stays abroad

Another reason is the ownership of housing in territories not included in the list with a defined date for the end of hostilities or occupation. Assistance is also not received by persons under full state maintenance, including those in places of deprivation of liberty. A separate rule on stays abroad is highlighted: the payment is terminated if a person was abroad for more than 30 consecutive days or more than 60 days in total over the entire period of receiving the allowance.

### How to challenge a decision to terminate payments

If verification reveals non-compliance with the requirements, the beneficiary is informed of the grounds for refusal — where technically possible. In case of disagreement with the decision, a person has the right to submit supporting documents to the PFU body or the CNAP administrator at their place of residence, including by mail or via electronic communication. This gives the displaced person a mechanism for protection against erroneous or premature termination of payments.

### Contradictory data

When comparing sources, it is important to distinguish between two different types of payments that are often mixed up in the public sphere. The RBC-Ukraine material and the PFU's position concern specifically the monthly living allowance for IDPs and the list of grounds for its termination. At the same time, a publication by Korrespondent, citing the Ministry of Social Policy, explains the situation with pensions for IDPs — this is a different type of social security with its own accrual logic. In addition, from the beginning of August 2026, an experimental project of a new mechanism for financing social services has been launched for certain categories of displaced persons, under which funds are transferred directly to the beneficiaries' special accounts. This creates a transitional picture: some IDPs are served under the classic verification scheme, while others — under the new direct mechanism, which may be perceived as an "inconsistency" in the rules, although in fact it concerns different channels and categories of payments.

### Context: changes to the schedule and vouchers

Earlier in August, it was reported that living funds for IDPs are received on a set schedule, however, certain categories of displaced persons need to update their data in a timely manner so as not to lose the payment. From 1 August, some IDPs lost the right to a housing voucher, while a new way to use the voucher as a deposit for a mortgage has appeared. The totality of these changes means that displaced persons should pay closer attention to the conditions for receiving assistance and the currency of their data in the PFU system.
