# Pension Fund of Ukraine: Why a Work Book Alone Is Not Enough for Pension Assignment

The question of assigning an insurance pension in Ukraine is closely linked to confirming insurance seniority. Traditionally, the main document recording labor activity is considered to be the work book (labor book). However, experts from the Pension Fund of Ukraine (PFU) warn: for the correct calculation of payments, a paper version of the document alone may not be sufficient. Citizens are strongly advised to digitize and upload additional certificates to the electronic database in advance.

### Splitting Seniority: Before and After 2004

The key factor influencing the procedure for confirming seniority is the date of the start of labor activity. According to information provided by RBK-Ukraine citing the PFU, periods of work acquired after January 1, 2004, are calculated automatically. This data is formed based on the register of insured persons of the State Register of Universal State Social Insurance.

The situation changes radically for those who started working before the specified date. Periods of activity before 2004 do not have a digital footprint in the register and are confirmed exclusively by documents. In this case, the work book issued upon the first official employment plays a decisive role.

### The Necessity of Digitizing Documents

Despite the presence of a paper work book, the Pension Fund notes that a number of additional actions must be taken for the full accounting of seniority. Experts explain that the absence of some confirming documents in the electronic system may affect the completeness of the insurance seniority accrual when applying for a pension. This means that even if all certificates are in the personal archive, if they are not uploaded to the fund's database, part of the seniority may be lost.

Previously, RBK-Ukraine reported that the transitional period for digitizing work books is ending in the country. This campaign concerns primarily citizens whose labor activity began before January 1, 2004. Missing this stage may create serious difficulties when retiring.

### How to Submit Documents

The digitization procedure is available to every citizen. The PFU notes that scanned copies of documents can be submitted in two ways:

- Independently via the fund's electronic services web portal.

- Through the current or former employer.

Using the web portal allows you to control the information upload process and ensure that the data is correctly entered into the electronic work book. This guarantees that all periods of work recorded before the introduction of mandatory electronic social insurance will be taken into account when calculating the pension.
