The Polish Navy is taking a decisive step to strengthen its defense capabilities in the Baltic Sea. On Thursday, June 29, Warsaw officially signs a massive contract to purchase state-of-the-art submarines of Swedish manufacture. The deal will be a key element of the ambitious fleet modernization program named "Orka".

The signing of the document will take place in a ceremonial setting directly aboard the frigate ORP Kościuszko. The supplier of the submarines will be the Swedish defense giant Saab. The cost of the contract for the first three vessels is estimated at 20 billion zloty. It is expected that the first modern submarine will appear in the Polish Navy in 2030.

### Technologies for the Baltic

The ordered vessels belong to the newest Swedish series of fifth-generation non-nuclear attack submarines developed by Saab Kockums. These submarines were designed taking into account the specific geographical conditions of the region. They are intended for conducting covert operations in shallow coastal waters and function effectively in the complex conditions of the Baltic Sea.

### Crew Training and the "Gap Filler"

Although the first combat submarine will arrive in Poland in a few years, crew training will begin much earlier. To ensure continuity of training, Sweden will transfer a special training submarine to Warsaw, which is referred to in military circles as a "gap filler". This is an older model that will allow Polish submariners to master the complex control systems of the future A26-class submarines before their arrival.

### Strategic Context

Today's agreement solidifies the defense alliance between Warsaw and Stockholm, which renewed its strategic partnership in November 2024. The main goal of the cooperation is stated to be maritime deterrence of aggression from the Russian Federation.

As part of the course towards independence from the USA, Poland is also expanding cooperation with other allies. Canada will rearm the Polish army by providing tactical radios of its own production. Furthermore, London and Warsaw are preparing to sign a new security agreement, which provides for the expansion of military cooperation, the development of air defense systems, and joint counter-cyberattack efforts.

### Public Reaction

Despite active militarization and large-scale arms purchases, public sentiment remains restrained. According to recent polls, the majority of Polish citizens are not ready for war. Statistics show that many residents do not even know where the nearest bomb shelter is located, and 47% of respondents stated that they are not ready for mobilization into the ranks of the country's army.
