# The Price of War: How Demands for New Payments Are Destroying Russia's Regional Budgets

A complex economic scenario is unfolding in Russia, where the problem of recruiting personnel takes center stage. The authorities of the aggressor country, despite the critical state of the treasury, are demanding that regions increase one-time payments to contractors. This is reported by RBC-Ukraine, citing a statement from the Center for Countering Disinformation (CCD).

### Crisis in the Regions and Shortage of Recruits

The situation is exacerbated by the fact that regional budgets are in a state of deep crisis. Nevertheless, the center continues to pressure the regions, demanding an increase in "signing bonuses" for signing contracts with the Ministry of Defense. According to the CCD, the flow of "volunteers" has significantly decreased against the backdrop of huge losses in the war against Ukraine. In a number of federal subjects where there is a shortage of people willing to go to the front, the authorities have resorted to extreme measures — introducing rewards even for the recruiters themselves.

Russia is demanding that regions attract people with money, even if this damages the local economy. Due to an acute lack of funds, regional administrations are forced to refuse to finance important social and infrastructure projects, redirecting resources to military needs.

### Demographic Catastrophe and Migration

CCD experts warn that such a policy will lead to the destruction of regional economies. Combined with a demographic catastrophe, the consequences may become irreversible. The authorities of the aggressor country are ignoring long-term risks, focusing on the immediate task of replenishing losses.

At the same time, signs of mass migration are being recorded. Armenia has recorded a sharp increase in demand for renting and buying housing among Russian citizens. Analysts draw parallels with the events of 2022, when a similar outflow of population was observed after the announcement of "partial mobilization".

### Priority of the Military Budget

On July 27, Russia again declared the priority of the military budget. Traditionally, there are not enough funds for these purposes, which forces the center to shift the financial burden onto the shoulders of already impoverished regions. The price of such a strategy for the country could turn out to be exorbitantly high.
