# 29 Countries and $6.7 Billion: How the PURL Mechanism Saves Ukrainian Cities from Missile Strikes

Amidst the ongoing war and the need to protect critical infrastructure, Ukraine has intensified international efforts to secure armaments. A key role in this process is played by the PURL (Prioritized Ukraine Requirements List) initiative, which has united the efforts of 29 partner countries over the past year.

According to data from the Ministry of Defense of Ukraine, the total volume of contributions under this program has reached $6.7 billion. These funds have made it possible to finance more than ten packages of armaments vital for the defense forces.

### Shield over the cities: the critical role of interceptors

One of the main achievements of the program has been the supply of interceptor missiles for Patriot air defense systems (ADS) to Ukrainian troops. It is precisely these air defense assets that are critically important for protecting the civilian population and cities from Russian ballistic attacks.

Statistics confirm the effectiveness of the mechanism: today, about 95% of PAC-3 type interceptors supplied to Ukraine are purchased specifically through PURL. This allows for maintaining fire density and the reliability of the air shield during moments of most intense shelling.

### How the PURL mechanism works

PURL is a US and NATO initiative launched in July 2025. It was created to allow Alliance member countries and their partners to directly finance the supply of critically important US weaponry. The mechanism works on the principle of a prioritized list of needs, which is determined by Ukraine and coordinated with partners.

The financing process is structured as follows:

    - Ukraine determines critical front-line needs: from air defense systems and interceptor missiles to artillery ammunition.

    - Together with the US and NATO, packages of US weaponry are formed, each costing approximately $500 million.

    - Partner countries make financial contributions to the general package.

    - The US uses these funds for the operational procurement and delivery of the necessary equipment.

This approach allows for the fastest possible fulfillment of front-line needs and the targeted use of partner resources, directing them precisely to what Ukraine requires at the current moment.

### Expanding the circle of allies

Over the past year, 29 countries have joined the initiative. Among the new participants actively supporting the program is Japan. In May, Tokyo authorities announced for the first time the allocation of funds to the PURL mechanism. Japan directed nearly $14.7 million towards the purchase of non-lethal equipment for the Ukrainian army.

The successful operation of PURL demonstrates that coordinated efforts of the alliance are capable of responding promptly to security challenges, ensuring the protection of Ukraine's sovereignty and population.
