# Putin Rejects Possibility of Negotiations with Ukraine: 'No Preconditions'

Vladimir Putin, speaking to graduates of military academies, stated that there are currently no preconditions for resuming negotiations between Russia and Ukraine. According to him, the letter from Ukrainian President Volodymyr Zelenskyy does not create the necessary conditions for starting a dialogue.

### "We Want Personal Meetings" — This Is Not Preconditions

Putin emphasized that the Ukrainian side constantly talks about wanting to hold personal meetings, but, in his opinion, such statements are not real steps toward a peaceful settlement. He noted that without concrete actions from Kyiv, talks about negotiations remain mere declarations.

### The West and Threats of Retaliation

During his speech, the Russian leader also touched upon the role of Western countries in the conflict. He stated that Western states are not yet striking Russian territory from their own soil because they fear retaliatory actions from Moscow. At the same time, Putin again accused Western countries of supporting Ukraine and supplying weapons, which, in his view, prolongs the war.

### Contradictory Statements from the Kremlin

Interestingly, earlier the head of the Russian Foreign Ministry, Sergey Lavrov, declared Russia's readiness to resume negotiations with Ukraine "from the point where they were interrupted." However, this statement was made against the backdrop of cynical threats directed at Ukraine and Belarus: Lavrov warned that Russia would apply "the entire complex of measures" if Zelenskyy does not back down from his demands on Minsk.

### The Situation on the Front and Moscow's Position

Putin also made a number of statements regarding the current situation on the front and Russia's overall strategy in the conflict. His words reflect the Kremlin's hardline position, which continues to insist on its conditions and sees no possibility for compromise from Ukraine.

Thus, despite individual signals of readiness for dialogue, the official position of Russia remains unchanged: without meeting certain requirements from Kyiv, negotiations are impossible.
