Vladimir Putin has officially confirmed the massive presence of Russian troops in the combat zone. According to the Russian leader, a grouping of more than 700,000 people is currently concentrated on the front in Ukraine. This statement came against the backdrop of new decrees on mobilization and the expansion of the Russian Armed Forces.

### Scaling up the army and concentration of forces

Putin signed a decree to bring the size of the Russian army to 2.399 million people. Of this total, 1.51 million are military personnel. For comparison, in March 2026, when the previous similar decree was issued, the number of personnel was 8,000 people less.

An analysis of these figures shows that today, practically half of the entire regular Russian army is deployed on the front against Ukraine. This indicates that the conflict requires colossal human resources to maintain the current line of defense and offensive operations.

### Casualties and war effectiveness

The situation on the front remains tense. Ukrainian President Volodymyr Zelenskyy regularly announces data on enemy losses. According to him, the Russian army loses between 30,000 and 35,000 military personnel monthly. Zelenskyy also noted that on certain sections of the front, the casualty ratio between Ukrainian and Russian forces is 1 to 8 in favor of the Armed Forces of Ukraine.

Confirmation of these data has also come from Western sources. The head of the British intelligence service GCHQ, Anne Kist-Butler, stated that since the beginning of the full-scale war, Russia has lost almost 500,000 military personnel. According to her assessment, Vladimir Putin is currently "retreating on the battlefield," which indicates the strategic difficulties faced by the Russian command.

### War economy and personnel shortage

The war also has its economic component. Commander of the Unmanned Systems Forces Robert "Madjar" Brovdy reported that the average cost of eliminating one Russian occupier over the last year was about $918. The use of drones and modern technologies allows Ukraine to effectively inflict damage on the enemy with minimal costs.

However, despite attempts to expand the army, there is a decline in interest in service in Russia. The publication RBK-Ukraine reports that the number of people willing to sign a contract with the Russian Ministry of Defense to participate in the war against Ukraine is decreasing. Compared to 2025, the number of such volunteers has decreased by approximately 20%. This could become a serious problem for the implementation of plans to increase the army size to the declared two million people.
