# Putin signs law allowing seizure of Russian citizens' assets abroad for 'discrediting' the army

Vladimir Putin has signed a law granting Russian authorities the right to seize the assets of Russian citizens located outside the country for so-called administrative offenses against state interests. The document was adopted in response to actions that the Kremlin considers a threat to its interests, including criticism of the war and calls for sanctions.

### What awaits Russians abroad?

According to the text of the law, the grounds for asset seizure may include:

- 'Discrediting' the Russian army;

- Calling for sanctions against the Russian Federation;

- Distribution of 'extremist materials';

- 'Propaganda of Nazi symbolism';

- Non-payment of fines for the aforementioned actions.

The seizure may concern not only real estate but also funds in bank accounts. At the same time, the value of the assets subject to restrictions is not limited to the amount of the fine — meaning the state can confiscate assets significantly exceeding the amount of the claim.

### How will the procedure take place?

The law stipulates that if a citizen abroad cannot be notified of the initiation of proceedings, the court must appoint a defense attorney for them. If the case is closed, the costs of the lawyer will be compensated from the federal budget. This creates an appearance of compliance with procedural norms, however, in practice, such mechanisms are often used to formally legitimize repressive measures.

### The goal of the law — control over emigrants

The explanatory note to the document notes that the law is directed against Russians who, after leaving the country, engage in activities allegedly contrary to the interests of the Russian Federation. The authors of the initiative believe that such measures will help curb calls to violate the territorial integrity and constitutional order of Russia.

### Context: personnel crisis in Russia

Previously, the Foreign Intelligence Service of Ukraine reported that due to an acute shortage of personnel, the Kremlin plans to actively involve pensioners and people of pre-retirement age in work. According to intelligence data, Russian authorities expect to partially cover the shortage of workers in industry, medicine, and logistics in this way. This indicates a systemic crisis within the country, which is exacerbated by the war and the outflow of population.

The new law becomes another tool of pressure on those who have left Russia and continue to criticize the actions of the authorities. It demonstrates that even while abroad, Russian citizens remain under the threat of losing their assets — and this is no longer just a threat, but a legally formalized reality.
